  • 11 Nov 2021 in National Assembly: are talking about implementing the recommendations of the Departmental Committee on Environment and Natural Resources and not any more discussions or moving the goal posts. In spite of that, NEMA has let down the Committee because we rely on NEMA to give us the finer details and the exact figures. If they tell the Committee on Implementation that a compliance level of 80 per cent is good, is that water or air of good quality? I think this is where NEMA needs to be sanctioned. They need to be specific so that the Committee on Implementation can make a decision ... view
  • 9 Nov 2021 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to also say one or two things about this disease. The President opened up the country and yet, we can see the disease is still with us. We are still losing our loved ones although the positivity rate has come down to around 0.5 or one-point something per cent which indicates good management of the disease. I still believe that this disease is still dangerous and I agree with Hon. (Dr.) Nyikal that we should keep the protocols. I do not think it costs much if we keep the masks on ... view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to support this Report on Sessional Paper No.1 of 2021 on the National Water Policy. The water situation in this country is still not good. Out of a population of about 50 million, only about 59 per cent receive clean water. That means 41 per cent of the population is yet to receive clean water. Only 29 per cent of our population has good sanitation while almost two- thirds lack sanitation. Sessional Paper No.1 of 2021 on the National Water Policy should address the issue of access to clean ... view
  • 13 Oct 2021 in National Assembly: The Departmental Committee Chairperson talked about water harvesting. He also talked about the issues surrounding the policies which the national Government will employ to make sure that we develop these water resources. Water is a devolved function. At the same time, the national Government is partly responsible for developing water resources in Kenya. When it comes to building major dams that are inter-county in nature, the national Government has spent a lot money on dams like Chemususu, Thwake and Thiba, among others which are currently being developed. We expect the county governments to take up the aspects of last mile ... view
  • 6 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I too rise to support amending the bilateral Agreement between Kenya and the US. Truly, speaking, it is a great opportunity we cannot afford to miss. The Kenya Airways flies to New York. The only stop Kenya Airways makes to the US. Ethiopian Airlines, its competitor, flies to more than four cities in the US. Since we have many of our brothers and sisters working in the US, an opportunity to have Kenya Airways to fly to Dallas, one of the hubs in the US and fly to Chicago, another hub in the North ... view
  • 6 Oct 2021 in National Assembly: It will also increase interaction between people. We know that most of our universities have many links with various universities in the US and by actually reducing the connectivity, it will be a great opportunity for those people to visit Kenya. It will also lower the cost of cargo, as we have heard about the FedEx wanting to set up a hub here in Kenya so that it can be a centre to fly most of the mail outside the country. view
  • 6 Oct 2021 in National Assembly: In short, this is a great opportunity. I agree and urge the House to ratify the amendment as soon as possible. With those remarks, I support. view
  • 29 Sep 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Amendment Bill and congratulate Hon. Keter for bringing it to the House in a timely manner. Speaking the truth, the youth are under siege. Currently, there are so many youths with no jobs. Most of them have finished high schools and universities and are not seeing job opportunities. When employers start asking for many documents as they seek to provide jobs, they make the lives of jobs seekers harder. Their lives are already hard because they are not employed. Therefore, this amendment Bill has come at the right time. ... view
  • 1 Sep 2021 in National Assembly: Hon. Speaker, I beg to second the Motion that this House approves the nominees for appointment as members of the Teachers Service Commission. As outlined by the Chair, the nominees have wide experiences in areas of education. Most of them have served as teachers most of their lives. For example, Dr. Ojuma Anyang has 29 years working in the education sector. Christine Kahindi, who is a retired teacher, has worked for over 36 years teaching several schools rising to the position of principal, until she retired in 2020. The nominee comes from the Coast and could add value to the ... view
  • 1 Sep 2021 in National Assembly: I join the Chair in thanking the President for acting quickly, so that we have a full house as far as the Teachers Service Commission is concerned. I, therefore, call upon Members to approve these nominees today. I beg to second. view
