  • 21 Mar 2018 in National Assembly: Thank you, very much Hon. Temporary Deputy Speaker. This Bill has just come at the right time. The Bill is very important and should cover a very wide area. In Kenya we are undergoing massive use of computerisation. Ministry of lands is doing a lot of digitisation. Universities and all learning institutions are also undergoing massive use of computers in their systems. We also know that when it comes to the world of Common Market for Eastern and Southern African Countries (COMESA) there is also the use of computers to enable the business. COMESA deal with money transfers, Mpesa and ... view

  • 20 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for allowing me to make a Statement during this inaugural Zero Hour. I have two little general statements. The first one concerns harassment of the people of Mogotio Constituency by forest warden officers. Pursuant to Standing Order No.43, I wish to make a statement regarding the continued harassment of the people of Mogotio Constituency by forest warden officers under the pretext that they are engaging in charcoal trade and thus affecting the forest in the area. The people of Mogotio support the protection and conservation of forests. However, I wish to highlight that there ... view
  • 20 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to take this opportunity to make a second statement that there has been an invasion of elephants in Sinende Location, Kisanana Division, Mogotio Constituency. Last year, elephants invaded the same location and caused massive destruction of crops. They ate all the farm crops and my constituents faced starvation. People are scared to venture out during the night and fear for their lives during the day while they graze their animals. The Government has greatly assisted through provision of relief food. This year, the same beasts have become a menace. They have ... view
  • 14 Feb 2018 in National Assembly: Thank you very much for giving me the opportunity to contribute to this Motion. I rise to support the nominees because their CVs look quite impressive. The President and the Deputy President have done a good job by giving us men and women who will serve us in the coming years and deliver on the big four. All these nominees have impressive CVs. Most of them have served this nation in various capacities and have excelled. The Report is quite detailed. It shows it was a very transparent process. These nominees met all the requirements. As Members of Parliament, we ... view
  • 14 Feb 2018 in National Assembly: who spoke earlier, said that Chelugui demonstrated a very high grasp of his water and sanitation docket. I am sure we all know that the biggest problem we have in Kenya is lack of water. Mr. Chelugui demonstrated that he is ready to serve this nation. He showed knowledge of Kenya in detail. I heard him talk about Murang’a, part of Loitokitok and other areas. He demonstrated that he was aware of the water need by Kenyans. As we speak, people in Baringo and many other areas are suffering due to lack of water. I would also like to take ... view
  • 14 Dec 2017 in National Assembly: Hon. Temporary Deputy Speaker, thank you very much for giving me this opportunity. I would also like to join my colleagues in congratulating the nine members who have just been elected by this House. I specifically congratulate Jematiah Sergon from Baringo County and wish her success as she serves us in Arusha. As we come to the closure of the year, I would also like to wish all the members of this House and my constituents a Merry Christmas and a Happy New Year 2018. With those remarks, I support the Motion of Adjournment. view
  • 8 Nov 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. First, I would like to join my colleagues in sending my condolences to the people of Nyeri and the family of Dr. Gakuru due to the unfortunate accident which led to his death. I would like to support this Motion on the National Urban Development Policy which is very important given the way urban centres or towns are developing in Kenya. We note that in many centres, there is quite a haphazard construction of houses. There are no recreational areas which have been left for people to use as parking or open ... view
  • 8 Nov 2017 in National Assembly: As people have mentioned, there is a lot of irregular acquisition of plots without following proper planning. We also want to note that in these upcoming centres, especially like in Mogotio Constituency, the headquarters of the constituencies which are the sub counties need several services. First and foremost, water and sanitation facilities require to be put in place. If there is no proper planning, then it becomes difficult to start putting these provisions in place, especially the waste water management which is very crucial in these upcoming urban centres. Waste management is also another area which needs to be planned ... view
