Thank you, Hon. Deputy Speaker for giving me this opportunity to also contribute on this debate. As a Member of the Committee, we find this Bill to be very necessary at this time. Currently, we are talking about the Big Four Agenda, which include the area of food security. We also know that there are other sectors which require much irrigation. The flower sector requires irrigation. Vegetables are grown under irrigation, especially in Naivasha and Kinangop areas. Irrigation is another way of providing jobs for the youth. Molo River passes through Mogotio Constituency. We have been using the river to boost the production of horticultural crops. It has enabled the youth to get income. They grow various horticultural crops, including French beans and vegetables, for sale. Therefore, irrigation will go along way in assisting the young people to get income in one way or another. I support this Bill because it will enable the youth to use irrigation as a better farming method and, therefore, create jobs for them.

We have realised that fertiliser will be supplied to farmers late. Yesterday or two days ago, I was in Nakuru and a similar picture, which was witnessed in the North Rift, was there. This issue of fertiliser has been discussed, mentioned and the farmers are worried about what is going on. We had a meeting with the Principal Secretary in charge of crops last time. He assured us that there was fertiliser in the stores. We do not know whether it was taken away by cartels. I am sure the Departmental Committee on Agriculture and Livestock will investigate next week to find out what happened to the fertiliser which was supposed to be given to farmers. Two, the quality of the fertiliser needs to be assured. Some farmers are worried because the quality is not assured. We want the Kenya Plant Health Inspectorate Service (KEPHIS) to look into it, so that the quality which reaches the farmer will give us a bumper harvest.
