I would like to inform Members here that we are relying on scientific results on the issue of health. We called experts and asked them if we went to the shelves and picked two packets of brown sugar, we have raw sugar and brown sugar, brown sugar is generally the table sugar but you cannot differentiate them using eyes… We rely on Kenya Bureau of Standards and the Government Chemist. They told us that that they are overwhelmed by the number of samples they have. view

Nyikal said we should take from the shelves. We asked them whether they had sampled sugar in the shelves and asked whether they could give us results. They said that they were overwhelmed. We know the issues of KEBS. Members know what happened in KEBS. Some of the staff were arrested and they have less staff there. As it has been mentioned, the use of drones or remotely piloted aircraft systems is a very vital new technology. The uses of this particular aircraft system vary but I think drones are good. We need to use them for various purposes. Security has been emphasised. It is now widely used in photography, experiences that we are seeing in places like Rwanda, where they are used to carry medicines to far-flung places. The Committee came up with the idea that better regulations may be needed. So, the annulment of these regulations is acceptable because proper consultation on the scope and use of this equipment is vital. We want to ensure that their use in Kenya does not compromise national security or infringe on people’s privacy. I urge this House to think on how best we can come up with the commissioners. Over the years we have had trouble. Every time we try to come up with good commissioners they never finish their term. This could be in the functions or the way we appoint these people because politics always come into the picture. In Mogotio Constituency, we have to go to the neighbouring Eldama Ravine Constituency and people spend days waiting for services, especially to get birth certificates for pupils in primary schools. In fact, this Motion has come at the right time. I congratulate Hon. Martha Wangari for bringing the Motion. It will go a long way in assisting Kenyans to access services at the nearest point.   • 25 Apr 2018 in National Assembly: I support the Motion. It is long overdue. We should see it being implemented as soon as possible. It will reduce a lot of suffering and reduce corruption as it has been raised. People pay extra money to access those documents, which is not fair and necessary. view
