  • 18 Aug 2021 in National Assembly: yesterday. The way he was responding to Members’ questions was not very good. I hope next Wednesday he will do better. My Question 330/2021 to the Cabinet Secretary for Education is as follows: (i) Could the Cabinet Secretary explain the policy regarding the use of school buses by communities around educational institutions, particularly those acquired with assistance from the National Government Constituencies Development Fund (NG- CDF)? (ii) Could the Cabinet Secretary also explain reasons for the recent ban on the use of school buses by communities living near learning institutions? Thank you, Hon. Deputy Speaker. view
  • 18 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to also speak to these amendments. Kenya is generally a water-scarce country. As we try to develop water structures, we mostly have two major consumers, namely, water supply for domestic purposes and for industrial purposes. Irrigation is one of the consumers of water. We also know that in Kenya, currently, droughts are frequent hence the issue of food security is a challenge. Therefore, the particular aspect of irrigation which we want to develop in various counties is very important. Therefore, the current Act, now with several amendments being brought ... view
  • 18 Aug 2021 in National Assembly: The National Irrigation Authority is the new body which is manning irrigation in Kenya after the National Irrigation Board. It is doing a good job in terms of developing small water pans across the nation and is enabling farmers to, at least, practise limited irrigation within their homesteads. However, if we are talking about large-scale irrigation, we will still need large structures for water storage. Therefore, when I heard my brother saying that these small dams will be adequate, I know it is not true. As an engineer, we need those mega dams, so that we can irrigate large areas. ... view
  • 11 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to support this, which I think is long overdue given the situation right now among the youth. As my colleagues have said, there are too many digital lending platforms purporting to give financial support to individuals. Looking at how people use the money, some of them gamble it. Of course, we know that the mama mbogas and boda boda riders could be using it properly, but others may not be using it properly because of the ease with which people are given loans which ruin the youth. This is ... view
  • 11 Aug 2021 in National Assembly: , M-Shwari, Tala and many others. The Bill comes at the right time because almost everyone has access to a phone and easy money from the digital lending platforms, which need a properly regulated market. Otherwise, people will accumulate too many loans which they cannot repay. Sometimes, you find that there is a strong drive to bring in the Credit Reference Bureau so that even when you default a very little amount of money, you are listed at the CRB. I know during this time of COVID-19, especially the last one year, the CBK left out the non-formal lending institutions ... view

  • 11 Aug 2021 in National Assembly: is a strong drive to bring in the Credit Reference Bureau so that even when you default a very little amount of money, you are listed at the CRB. I know during this time of COVID-19, especially the last one year, the CBK left out the non-formal lending institutions from the CRB and this was a good boom for the young people and those who had borrowed from the platforms. I know this may be reinstated. I think it was reinstated and, therefore, it can still become a problem because you can be put on CRB for a little amount ... view
