Mr. Temporary Deputy Chairman, Sir, that was an interruption! I was asking the Ministry to take care of the juveniles along the beaches. We have beach boys and beach girls who abscond their classes. As a result of that, we have low standards of education at the Coast Province. If the Ministry could, at least, rehabilitate those kids who ply their trade along the beaches, it will be very good for education standards in Kenya. That can contribute a lot positively.

Mr. Speaker, Sir, the Assistant Minister has told us that she is aware that there has been a rapid increase in primary school enrolment. That increase will end up in secondary schools. What advanced plans does the Ministry have to make sure that it puts in place more secondary school physical facilities, so that those who graduate from primary schools to secondary schools will still continue with quality education?

Mr. Speaker, Sir, Kenya is a very important agricultural country and that is why we have to depend on it. We earn a lot of money in foreign exchange from various crops. One of these crops is coffee. However, we have lost a lot of money due to corruption in high offices, particularly the Coffee Board of Kenya (CBK) and the Kenya Planters Corporative Union (KPCU). Is the Ministry going to consider attaching the extension officers, particularly to coffee farmers?

Mr. Deputy Speaker, Sir, I would like to thank the Mover and the Chair for 3524 PARLIAMENTARY DEBATES August 29, 2007 giving me this one minute to support this very important Motion. This Motion seeks to make sure that children who are yet to join Standard One or Form Four are taken care of by the Government. Very many bogus homes have been established in our rural areas which are seeking for money from Non-Governmental Organisations (NGOs), and when they get the money, the rich people continue to enrich themselves. Mr. Temporary Deputy Speaker, Sir, you realise that recruitment of teachers is no longer based on any criteria. For example, a teacher who graduated from college last year can easily get a job even before staying out for less than a year and yet we have some teachers who are 44 years old, that is, approaching the dangerous age of 45 years, which makes it difficult for them to be employed. Does the TSC consider the number of years a teacher has remained unemployed before he or she is employed?

Mr. Temporary Deputy Speaker, Sir, more often than not, we find flooding in places like Budalang'i, Mwea and River Tana. This is caused by excessive rainfall in catchment regions leading to soil erosion and flooding. Could the same Trust Fund not be used to construct reservoirs or dams upstream, so that it can harness the excessive water?
