  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, it is true that the Government normally spends a lot of money on these commissions. There are commissions that are personal. There was one in Kirinyaga where Archbishop Gitari was almost killed by thugs and a commission was constituted. However, we have never heard from that commission. Could the Assistant Minister tell us how many commissions have been constituted using Government funds? How many reports of those commissions have been tabled here? view
  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, I said Archbishop Gitari was almost killed by thugs in Kirinyaga District and an inquiry was instituted by the then Government. However, to date, the report of that commission has never been tabled here. We are fearing that similar things can happen, especially now that elections are around the corner. view

  • 3 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue of grabbing land by individuals in Kenya is a very serious matter that we should all condemn. There are very many public utilities which have been grabbed. Some time back, there was a repossession exercise that was going on - I think that was last year but one. What happened to that repossession exercise? If October 3, 2007 PARLIAMENTARY DEBATES 4291 it is still in force, when will the Ndung'u Report be tabled in this House? I think it is the one that sought to address all these problems. view
  • 3 Oct 2007 in National Assembly: Mr. Speaker, Sir, I am sure that the Assistant Minister is aware that there is very little that is happening on the ground with regard to the erection of poles. Also, some contractors have even dug holes, which are left bare. They pose a great danger to pedestrians. We also have poles which have been erected but there are no electric wires. What exactly is happening? Is there a go-slow or the Ministry has no money to complete the projects? view

I wish to give the following suggestions. The Higher Education Loans Board (HELB) was established to save students who cannot afford to pay fees, particularly in our public and private universities. This Motion has come at the right time. That is because free primary education has already been initiated from Standard I up to Standard VIII. Some of these pupils are always chased away from school because of lack of fees and other amenities. Is the Ministry going to undertake the responsibility of making sure that handicapped pupils are educated, without being sent home for school fees? view
