We also have the graduates themselves like I was one time although I got a job. The difference here is in the use of the terminology although it is still not very clear. That is what we are doing and we have the mandate to do so. One thing we need to think about here is how the Kshs190 billion was arrived at as per the schedule and the retention of Kshs20 billion at the national government to finance national issues.
