At the outset, I support the Motion with the knowledge that village elders are the foundation of the national Government. For a long time, the national Government has taken them for granted. I wish the Ministry could increase the imprests given to chiefs to cover an allowance for village elders so that they can also know that the Government appreciates them. All issues pertaining to information the Government would want to get is received from the village elders. Honestly, as other Members have put it, the 10th and 11th Parliaments discussed this matter. Again, this is a wake-up call to the Executive that if His Excellency the President is not aware, he should know he is losing it. I appreciate that this is the time we need to look at the healthcare of our people. This is a focus that was brought on board by our forefathers who fought for Independence so that Kenyans can access good health. I want to appreciate this paper for, most importantly, the issue of monitoring. It is critical that parts of this country do not access good health services. Its construction started at the same time with the road from Kisumu to Kakamega, in respect of which the contractors did their job. It also started at the same time with the Kitale-Webuye Road, which has since been completed.   • 19 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose the amendment by Hon. Pukose because whatever Hon. Pukose is suggesting to cure in this Bill has already been taken care of by another sub-committee within it called “The Therapeutic Committee.” That Committee will take care of those technical issues of the substances that he wants another person to look at. First and foremost, what this Bill is trying to address is the crusade of haki yetu by students and their representation in the Board. The Bill addresses that effectively. My challenge is that we are creating a society that may not trust any other person. Students are supposed to be in class reading.
