yourself, you are of course subject to the criminal procedure code and that means you could be charged in a court of law. Madam Temporary Deputy Speaker, this means that only relevant and very important information will be allowed in the Committee. Within this law, there is a provision to protect the candidates further. Where a candidate feels very strongly that the information he is going to divulge might be too personal or of a private nature, he can request the Committee that: “Please, let us now remove the cameras because I want to disclose this and this information and ...

Madam Temporary Deputy Speaker, we have tried to balance this work. You will notice that I keep saying “we” because it was an effort of many of us to see that this Bill will take care of both sides, that is, the people who are being vetted and those who were vetting. Also, it will be fair to the nominating authority. I highly recommend this law to all of us who are here and hon. Members who are not here. We should make our contributions as fast as we can, pass this law in its Second Reading and bring the ...

Mr. Speaker, Sir, I am very disappointed by the Assistant Ministerâs answer. In Article 204 (2), the Equalization Fund was set up specifically to; quote:- âThe National Government shall use the Equalisation Fund only to provide basic services including water, roads, health facilities and electricity to marginalized areas to the extent necessary to bring the quality of those services in those areas to the level generally enjoyed by the rest of the nation, so far as possible.â

Mr. Speaker, Sir, that affects Tana and Lamu counties, among others. According to the Constitution, half per cent of this fund is supposed to take effect in the first financial year after promulgation of the Constitution. Why has the Government not ring- fenced that fund? Why is it not in the current Budget? It has nothing to do with a Committee.

Mr. Speaker, Sir, I really want to thank you for that direction. Even if you look at the Sixth Schedule, on page 192, on Suspension of the Provisions of the Constitution, you will see that the provisions of Article 204 are not suspended. We are not talking for the sake of argument. What the RAC needs to do, as you said, is to determine the marginalised areas but the percentage is already set. So, Assistant Minister, can you undertake that you will consult with your Treasury Department to make sure that you obey the Constitution and put this in the ...

Madam Temporary Deputy Speaker, first of all I want to thank Mr. Yusuf Chanzu for bringing this Motion before this House. Secondly, I want to say that this is the kind of Motion that looks at the realities that affect our economy today. The figures are already in place. You can see that what Mr. Chanzu has done is to reflect the actual reality of the way the economy has improved over the period of time from the time free primary education started. Madam Temporary Deputy Speaker, in supporting this Motion, I want to start by paying tribute to the ...

Mr. Temporary Deputy Speaker, Sir, the question of De La Rue and the contract for printing money has attracted a lot of scrutiny in the past. In fact, the question this Parliament has raised through its committees is a result of the first cancellation that was there. Has the Ministry considered going outside the west, in particular outside De La Rue? Has he considered the concept of south to south co-operation? I am informed that at half the price we are paying for De La Rue even in the interim, a country like Brazil and specifically a company like Casa ...
