Gumbo’s proposition for the simple reason that there is a clear distinction between my amendment, which was going to be contrary to the Constitution, as opposed to the amendment of hon. Gumbo who is simply saying that these people who will be going before courts should not, because amongst the duties they will have is to promote and even transfer judges and judicial staff.
