Mr. Deputy Speaker, Sir, Mandera East and other areas in the northern parts of the country have a lot of sunshine. Now, the question that begs for an answer is why the Minister would find it â and we all know the difficulties of the hydro power generation â necessary to bring, all the way from Elwak, this type of power instead of using the one that is more renewable and cheaper in the long run for the people of Mandera East?

However, almost one-third of those who have diabetes are actually not aware that they have it. If really the duty of the police is to protect lives, has he given us any evidence that the police tried to help Mr. Mahrus? Did they dive into the river to try and help him or were they just ready to shoot him?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Assistant Minister to say that she does not have enough money? In fact, she quoted that they have Kshs747 million nationally for slum development while the construction of the House of the Vice-President has been allocated over Kshs800 million. I know that he is not a lawyer, and all that, but I am seeking your direction on this matter, whether all answers that are brought before this House, really are constitutional.
