The Minister has said that he is going to give an undertaking to come back to this House to give us the figures of those hawkers who have been settled in Mombasa. This is a very serious issue. The information we have is that the attitude the Mombasa City Council has adopted is to remove every person from the streets even the ones that had been agreed upon. Mr. Deputy Speaker, Sir, from this side of the House, we want to support the Motion the Leader of Government Business has moved in this House for the simple reason that we need to form these Committees today so that we get Parliament moving and we decide on the things that need to be decided on. The House has already referred several matters and Questions to Departmental Committees. We need to have these things sorted out. So, we would like to pass this Motion without much debate.

On a point of order, Mr. Deputy Speaker, Sir. The other issue that arises from this matter is that the Speaker actually directed that the Minister should come with an answer today. In fact, the only reason why the Deputy Prime Minister and Minister for Finance was excused was because it was a Budget week. Hon. Members are prepared to have this Question this week. Members of the public want to know what happened in Geneva. Why was everyone paid so much money and how was the money accounted for? Why is the Government running away from answering the Question?

One of the students who went to Russia on the understanding that there will be full accommodation and payment for tuition is from Garsen Constituency. The students were promised a lot of things. They were all from very poor families. Universal Education Trust Fund started with very good intentions. The students were taken to Russia and we expected them back with degrees as doctors. Mr. Deputy Speaker, Sir, it appears as if the Assistant Minister only moved in and appointed the Chair of CDA after this Question was raised to the Ministry. That is very wrong because the Government should act on its own. However, I would like to state the facts as they are. In 2008, the CDA lost 19 of its employees because of poor remuneration. Those employees left for greener pastures. As we speak today, the ideal staffing level at the CDA is supposed to be 154 employees.
