  • 6 May 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Government needs to start taking more seriously, the issues that are being raised in this House. Over Kshs2.7 billion of ordinary shareholders was lost. When we talk about the Stock Exchange, the Nyagah Stock Brokers and Discount Securities, it is not something that needs a lot of research. We need answers to these issues. We do not want to wait until Thursday next week. Could that Statement be issued? It is two weeks ago since hon. Nyammo raised that issue. The Government needs to be more serious with Kenyans. It ... view
  • 6 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, from this side of the House, this being a Procedural Motion, I would like to support it. We should not have debate about it. I beg to support. view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, I would like to follow up on the question of shortage of staff in the Ministry of Livestock Development. There is a Ministry known as the “Ministry of State for Development of Northern Kenya and other Arid Lands”. We voted about Kshs2 billion for its functions. Since the economy of the northern part of Kenya is dependent on livestock and the Ministry of Livestock Development is already in place, is it not true that, indeed, there is replication? Is it not possible for that money to be transferred to Dr. Kuti’s Ministry so that he can hire ... view
  • 5 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I am not absolutely satisfied with the explanation the Minister has given us in respect of the Ministry of State for Development of Northern Kenya and other Arid Lands and the Ministry of Livestock Development. We have heard the Minister complain loudly that the money he has been allocated is only enough to pay salaries and cannot be used to carry out a programme. view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, there is also the question of the former Ministry of Health which was split into the Ministry of Public Health and Sanitation and the Ministry of Medical Services. view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, if I could be heard--- view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, could the Government clarify the roles these Ministries play? We need facts and figures. When a Minister says that he cannot carry out a programme and that he is only paying salaries, then that money needs to go to a Ministry which can carry out programmes. I beg that you direct that a proper answer be brought by the Prime Minister so that this country can be satisfied that the money we are voting here is utilized for programmes and it is not utilized to pay salaries and maintain bureaucrats. view
  • 5 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. With a lot of respect to the Assistant Minister, he failed to address the question of Lamu being a world heritage site. We are aware that in 2003, Lamu was declared a world heritage site. From what we know, the UNESCO World Heritage Committee allocates funds for development of world heritage sites. How much of those funds have been applied to the people of Lamu? How much was received and how much is being utilised for purposes of settling those people? A lot of money is being wasted and misused by this ... view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, I am rising on a point of order to seek a Ministerial Statement from the Office of the President on the question of failure to hold Cabinet meetings for four weeks consecutively. view
