  • 10 Dec 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. Just for purposes of order, when the Mover proposes the amendments, it is when you propose the question that we should enter into debate. He has merely said something before the question was proposed. Everyone is speaking! It is not good order. Mr. Temporary Deputy Chairman, Sir, I beg to point that one out. view
  • 10 Dec 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. On the side of the Government, we have no real problems with most of the amendments that are being proposed. Mr. Temporary Deputy Chairman, Sir, so, he should just give us quick and brief explanations so that we can finish. It will be nice, and we will not go through too much. Maybe, Mr. Ethuro can help us. view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have a big problem of counterfeit goods in this country. Mr. Temporary Deputy Speaker, Sir, the Minister has not been having the powers, under the law, to deal with this problem. This Parliament has, today, given him the powers. Can we have action now? We beg the Minister to do something drastic, to send a very strong message to these people. view
  • 10 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when we were considering this Bill, the whole focus shifted on the media. However, as we pass this law today, we are allowing electronic signatures. Big business is going to be transacted through our banks now. The ICT sector is a very big stakeholder. It is not just the media. So, we have opened the gates for very good business to take place in this country. I congratulate the Minister for that one big score. Secondly, I would like to urge the media to understand that we are not fighting them. We are on the ... view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I beg your pardon and the indulgence of the House. This Question was re-directed to the Ministry of Public Health and Sanitation. We were requesting if it could come tomorrow afternoon. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, regarding this particular Question, the hon. Member has been advised by the relevant Permanent Secretary that it should go to the Ministry of Public Health and Sanitation. It will come tomorrow in the afternoon. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I will be brief and to the point. I want to make three quick points. First, these are very good rules and I am not going to repeat what previous hon. Members have said. With a lot of respect to one previous speaker, I want to caution that we should not pass any rule here which will impede the making of legislation. In particular, I am worried about the proposal that has been debated here, that quorum must be achieved at the time of passing legislation. I have spent a lot of time in this House like ... view
  • 9 Dec 2008 in National Assembly: Mr. Chairman, Sir, the tradition of the House, with respect to Ms. Odhiambo, is that the leader of a political party in the House would normally be the person that, the Members in their own congregation, choose and then 3964 PARLIAMENTARY DEBATES December 9, 2008 inform the Speaker. It cannot be a de facto leader or a nominee. It is something confusing. I think we should drop that and keep to the tradition of the House. I beg to oppose. view
  • 4 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank you for giving me the opportunity to air my views on this Fiscal Management Bill, 2008. First of all, I want to congratulate Mr. Mbau for being very consistent on this matter. We debated the Motion a few months ago and he did not delay. Immediately he got leave of this House to introduce this Bill, he worked day and night and was able to bring to this House what we had requested him to do. I thank him, and I join all the hon. Members who have stood here to ... view
  • 4 Dec 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to second the Minister for Justice, National Cohesion and Constitutional Affairs in moving this Report. Mr. Temporary Deputy Speaker, Sir, the Report of the Independent Review Commission on the General Elections held in Kenya on 27th December, 2007, sought to specifically examine the integrity of the entire process of electioneering; a process that began from voter registration, nomination of candidates, counting of those votes, transmission of results after counting, tallying of the results of the election, resolution of disputes that came out of those election results and the tallying process and post election ... view
