  • 16 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, may I take this opportunity to thank Mr. C. Kilonzo for introducing a very timely Motion in this country at this time. I have listened very carefully to what he has pointed out. But I will speak from a rural perspective. When you visit the rural areas, you will see, all over when you are driving towards Garissa and my constituency, a lot of plastic waste littered all over the roads. Plastic is cheap; so the rural folk have used it extensively to carry some little unga, oil and so on. They tie it and use ... view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, I thank you for giving me this opportunity to make my small contribution to the proposed Accountants Bill. As we can seen from the Memorandum of Objects and Reasons, one of the most important things that this Bill aims to achieve is to regulate the accountancy profession. Every time we talk about Bills to control professions of any calibre in this House, ordinarily, the thrust of most of the arguments goes towards the ethics and the professional conduct of the various professions. Madam Temporary Deputy Speaker, my argument, therefore, would be strongly based on the proposed ... view
  • 12 Mar 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me, first of all, take this opportunity to thank the people of Garsen for having re-elected me to serve them for a second time. I want to also congratulate Mr. Speaker for taking up the position he is in. Mr. Temporary Deputy Speaker, Sir, there is an old Indian tribe that had the tradition that after every nine seasons, they would take the king to a big celebration as if they were enthroning him. They would lead him to a big prepared hole and dump him there, together with his servants and choose a ... view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that there are no law courts in Teso District at the moment. (b) Due to financial constraints in the Judiciary, there has been no law court established in Teso District. However, this district will be considered alongside other needy districts in the Judiciary Department Plan for the establishment of law courts. view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, Teso District was curved out of Busia District, which is served by the High Court sub-registry and the Magistrate's Court at Busia Town. Teso District is, therefore, being served by both the Bungoma and Busia Law Courts for the time being. However, we have heard this presentation, and as I have said, we are taking up the matter and I have, in fact, spoken to the relevant authority to consider giving priority to Teso District when we are allocating funds for the construction of new law courts. I hope that will satisfy the hon. Member. view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, that is a very good question. May I just assure this House that the Judiciary has a long-term plan, especially with regard to the newly created districts. It is not just the Judiciary Department, but many other Government departments have not been constructed in the newly created districts. We would want to go into it next year. Like I have said, we will give priority to places like Teso District, where people have to travel for long distances. We will move to those districts to solve the problems that exist. view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, for the comfort of the hon. Member, I would like to assure him that we will be here to make sure that, that plan is effected. view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, that is a specific request and we will look at it considerably. At the moment, the Judiciary has the plan that I have already spoken about. However, where the situation is very desperate, we are also looking at the option of pleading with the hon. September 11, 2007 PARLIAMENTARY DEBATES 3783 Members to allocate some funds from the CDF to construct law courts in areas where they feel it is a matter of urgency. Then we will undertake to ensure that officers are posted to those law courts. In this particular case, as I have said, we ... view
  • 11 Sep 2007 in National Assembly: Mr. Speaker, Sir, the question of the backlog of cases is a matter that we have, in fact, discussed at length, even in this House. We answered a similar Question two weeks ago. This House, indeed, has taken the most significant step, which is to amend the law to increase the number of judges who can be appointed. I want to thank this House because with the Statute Law (Miscellaneous Amendments) Bill, we expect more judicial officers to be appointed. This will go a long way as one of the measures to ease the backlog of cases amongst other measures ... view
  • 21 Aug 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am not aware that there was a boycott of the 1997 and 2002 General Elections in Odioi Sub-location in Amagoro Constituency. According to the Electoral Commission of Kenya (ECK) August 21, 2007 PARLIAMENTARY DEBATES 3287 records, the presidential votes, Odioi Primary School Centre No.174/103 in Emukura Ward, 302 people voted out of 395 who were registered voters. For Parliamentary, 303 voted out of the 395 registered and for the Civic, 384 voted out of the possible 1,526 registered voters. (b) I am aware that the leaders of that region have made ... view
