• 17 May 2012 in National Assembly: Madam Temporary Deputy Speaker, those were 47 positions. Obviously, in terms of regional balance, they ought to have come from 47 regions. In Tana River County, we have, at least, three senior district commissioners (DCs) who are operating on Job Group P. The clarification I am seeking from the Minister is: Why did the list exclude any person who is born from Tana River County? Why did the Minister decide to marginalize us in those appointments? view

Could the Prime Minister tell us how much money in the Printed Estimates has been allocated to the Contingency Fund because we know for a fact it is underfunded? This is because most of the time you will find that Ministries are unable to execute those orders. So, in terms of future compliance with court orders, particularly compensation, pensions and so on, have you, as Minister for Finance made necessary budgetary allocation to meet and satisfy court judgements? view

The Minister always gives us very good figures, but when it comes to real revenue collection, those figures do not add up. Indeed, as I speak now, the Kenya Revenue Authority (KRA) has done a splendid job, but still it has failed to meet its targeted quotas. The Constitution requires that, at least, Kshs10 billion needs to be put aside in the Contingency Fund for obvious reason. When there is drought in this country, there is hunger.
