Mr. Temporary Deputy Chairman, Sir, if we could read together this amendment by hon. Ngugi, it says:- âTHAT, Clause 21 of the Bill be amended in sub-clause (1) by deleting the words âand in any case not more than four times a yearâ appearing after the words âtwice a yearâ.

Mr. Temporary Deputy Chairman, Sir, that is correct. We have already spoken; I just wanted to make the point that even in the CDF, they have robbed us 3 per cent of the allocation. So, we do not want this to happen in this allocation.

Yes, Mr. Temporary Deputy Chairman, Sir. The Cabinet Secretary is to cause a draft of regulations, under Sub-Clause (1), to be laid before the Senate for approval before publication in the Kenya Gazette. I was looking at Clause 38(1). These regulations will be made after the Cabinet Secretary has held consultations with the Summit and, therefore, so that we do not have delays along the way, they can gazette those regulations without having to go to the Senate for debate. At any rate, the Senate will be exercising oversight when they receive the reports at the end of the year.
