  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I think we are reducing this Debate into a very small thing. We have spent a lot of time thinking about the structures and it is unfair for Dr. Khalwale to talk like that. This diminishes his standing in my eyes because we are talking about serious issues! He cannot trivialise--- view
  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, this is not a personal issue. It is unfair to reduce my comments to a personal issue! view
  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have explained to him! I do not know why his doctor mind has flown off this morning! I have explained to him and everyone is following what I am saying except him! I do not know whether he has been sent or what this morning! I have said very clearly that we have to make it difficult to remove a Speaker or we have to come up with a procedure that is useful but not impossible--- view
  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, it has, obviously, flown away! I wanted to say it very clearly, and let me say it again, that unlike in the House, we have a maximum of 25 Members. It is very easy to put a Governor in a state of continual stress. Getting eight Members to initiate a censure Motion is very easy. That one-third is very easy to attain. That is why I am saying that yesterday I argued that for the Speaker it should be two-thirds to initiate such a process. I am now arguing again that for the Governor, it should ... view
  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, what I am trying to say is very simple. I am trying to say that even the process of initiation, which is my argument, should be something serious. I am arguing that unlike at the national level, majority of getting eight Members to start that process can put Governors in continuous state of stress. That is my simple argument. So, we should have more numbers. On Clause 41, there is a provision that if the County Assembly wants to sack or remove any Member of the County Executive, they need one-third majority in terms of the ... view
  • 15 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am not convinced that the Assistant Minister is taking this matter seriously because of the correspondences between his office and the DPP’s office. The Member of Parliament is saying that people have been killed and it is one year afterwards. What we want to hear from him, through the Chair, is if he can give a definitive date when this matter will come to an end. What is going on here is not fair. If this was a high profile individual who had been killed and a report had been sought, this matter would have ... view
  • 15 Feb 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to also make a comment or two. I also want to thank Dr. Otichilo for bringing this Motion before the House. Mr. Temporary Deputy Speaker, Sir, the survey that we are complaining about was carried out in 2005. At that time, we did not have a new Constitution. Also, the configuration of the thinking of the Ministry of Planning and Treasury was centralized control of resources, as opposed to devolved control of resources that are available within the country, as required in the new Constitution. The survey design ... view
  • 15 Feb 2012 in National Assembly: Mr. Temporary Deputy, Sir, I also wish to support this Motion. I know that we are unhappy with the Government on why it delayed, why it was late to open the House and all those whys. But maji yakimwagika, hayazoleki . Let us deal with what is now and give it our best shot. We must work extra hard. It is expected of us. It is now a moment in history that is called upon us as Members of the Tenth Parliament and let us live up to it as we have done before. I support. view
  • 15 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank you for giving me the opportunity to also make my thoughts known on this very good Bill. I also want to congratulate the Minister for all the good work they have done. I want to congratulate the taskforces that have been involved in developing the Bill that is before us today. Our duty in the House is to make what is good better. So, I want the Minister to note some things. I want to make specific suggestion. I will avoid generalities, so that we can think together and make the ... view
  • 15 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the first thing that I want to point out is on the county assembly that is under Part III. There are very many good provisions there; but if we think together, we can improve certain articles that the Minister has brought us to look at. Mr. Temporary Deputy Speaker, Sir, the first thing I want the Minister to think with me is on Section 10. The proposed Section 10 of the Bill provides for the leader of majority and minority in the county and there is a clear provision in terms of the order of ... view
