8 Jun 2021 in National Assembly:
It is very interesting when you sit in the PAC and hear and see how the Government is functioning out there. Sometimes I worry whether we are on autopilot. Like my Chairman has just said, some of the happenings are mindboggling. You would expect to read some of these things in fiction or something, but it does happen in real life with our finances in the public sector. One of the areas that you find glaring anomalies is the so-called Government to Government procurement. I think it is time we sat down and relooked at that thing, the animal called ...

public debt, I think we need to relook at this particular procurement method, so that we do not overburden Kenyans further with the debt that we already have because as matters stand now, the public debt record is not clear. You cannot get the actual figures of what the public debt for the Government is. So, there is poor maintenance of the public debt record.

8 Jun 2021 in National Assembly:
There is the other problem which the Chairman has touched on, on entities given contracts based on their budget. When the budget is slashed through supplementary estimates, the projects stall. So, we have a lot of incomplete or stalled projects. With these stalled projects, comes the issue of the pending bills. These pending bills also attract a penalty because in most contracts, when there is a delay in paying certain certificates, then a certain interest has to be paid. So, you find that a project which had been budgeted at Kshs50 million ends up spending over a Kshs100 million. We ...

8 Jun 2021 in National Assembly:
For quite a while now, the pending bills issue has become funny. In fact, in the current Report, it shows that the pending bills have rocketed up by 178 per cent. That means that the pending bills right now, if that was the year of review, then by now, the pending bills have gone up. This way, we are killing the economy because those people who are held by the entities that procured their services are business people. Once they are denied money, they possibly cannot carry on their business as expected. That has a negative impact on the economy ...

29 Apr 2021 in National Assembly:
As one speaker said, I was privileged to be in this House during the making of the 2010 Constitution. A constitutional moment is very important and people need to be very collected and think seriously about everything that they say. Maybe, a little bit into history, Africa is a very interesting place in the sense that when left on our own, we had little nations. Each of our tribe was a nation with its ideals, traditions and things. Then in came the colonialists who put us all together, stirred up the waters, exterminated certain tribes and messed up with others, ...

29 Apr 2021 in National Assembly:
now start talking about inclusivity, such that whichever political party wins an election might be compelled or convinced to include more people in their governance. They might be compelled to include more communities in their system. That way, we will have more inclusivity than we have had before. It is very important, especially in this Bill. I find the devolution of 35 per cent of the resources most encouraging. I find that most encouraging because the constituency I come from in Tongaren did not have a single kilometre of tarmacked road. The only tarmacked road in Tongaren Constituency was done ...

29 Apr 2021 in National Assembly:
you that all of us here are very patriotic to our nations. Our nations are our tribes. We are very patriotic to them. Sometimes we need laws that will make us look at the nation as a whole. This kind of tinkering with the Constitution will have to go on. The only thing we need to be alive to is this: We should not tinker with the Constitution to benefit certain individuals. We should only tinker with it to benefit the country and make our lives better. This is a good beginning. People should not tire. Those who will be ...

18 Feb 2021 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker, for this chance to contribute to this debate on the Referendum Bill. This law is timely given the circumstances that the country is undergoing. As we speak, the BBI Bill is before the assemblies, rapidly moving through the assemblies and making a possibility of a referendum soon loom large. So, it should not catch Parliament flat footed. We should put in place this Referendum Bill, so that we are able to manage that referendum properly. There are those who have different views as to how the referendum should be conducted. I keenly followed the ...
