Constitutional Implementation Oversight Committee and the Departmental Committee on Justice and Legal Affairs had gone through. He expressed his reservations on certain matters. I was heartened when I remembered that Hon. Jeremiah Kioni was part of the 10th Parliament, which, in essence, was a post-conflict Parliament. We had to make very many bi-partisan compromises so that we could move the country forward. Initiative (BBI). Any referendum that has come through the popular initiative must be treated as urgent. We should not allow any delays in our courts of law which they are very good at. We need to do something to ensure that the timelines are very tight so that we do not end up with a lot of delays in the courts. Overall, I support the Bill. I pray that we will rise to the occasion. James Lusweti Mukwe was among the three FORD-K elected MPs from Bungoma County with nine constituencies. Hon. Thank you, Hon. Temporary Deputy Speaker, for this chance. Before I came to Parliament, it always bothered me when I saw Ex-Members of Parliament or former Members completely unable to make ends meet and living in abject poverty. I never realised that they had no pension until I got to Parliament when I realised that the salary that people hype as being high in Parliament ends up going to social services in the constituency, including whatever else you can make. Thank you, Hon. Speaker. I think I fall in the same category with Hon. (Dr.) James Nyikal because I wanted to comment on what Hon. (Ms.) Florence Mutua had given about what is perceived as marginalization of Isiolo. I was going to urge the Chair to probably do a thorough study of these admissions to universities because I have gone through the same in Bungoma County, starting from my constituency to the wider Bungoma County. On behalf of the people of Tongaren and Bungoma County in general, and my family, I wish to pass my sincere condolences to the family and Kenyans in General on the loss of the retired President Daniel arap Moi. President Moi meant different things to different people. For us in Bungoma, we resisted President Moi from 1992 up to 2002. However, after he retired, we made peace.
