This has led to an increase in criminal activities in constituencies such as mine because the criminals know that they are free from police pursuit because the police are very busy chasing chang’aa and busaa brewers.   • 6 Apr 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Administration Police (AP) has been reputed to be disciplined over the years. However, in the recent past, incidents involving the AP have become too many. Even last week, about four people died in Kimilili Constituency following incidents related to the indiscipline of the AP. What will the Assistant Minister do to instill the discipline that has been lost in the AP, including changing the recruitment procedure which has deteriorated to the extent of the Kenya Police?   • 1 Apr 2010 in National Assembly: THAT, pursuant to the provisions of section 33(4) of the Constitution of Kenya Review Act, 2008, this House approves the Draft Constitution submitted by the Committee of Experts and laid on the table of the House on Tuesday, 2nd March, 2010 subject to the deletion of the words “seats won by candidates of” appearing in Clause (3) of Article 90 and substituting therefor with the words “votes garnered by”. view

If it is equality of the vote, then nomination should be based on the number of votes garnered by every political party and not the number of members. So, there is a serious technical flaw and that is the reason I am moving this amendment. The other reason is that when we talk of “first past the post” or “the winner takes it all”, these are the main problems in this country. This particular Article defeats the issue that we are trying to bring down, where “the winner takes it all”. view
