I have heard my colleagues speaking about low absorption and pending bills. Pending bills will forever be there if this trend continues. We passed a law in this House on pending bills. According to the Public Procurement and Asset Disposal Act, one cannot give a contract if there is no money. This is not about awarding contracts when there is no money, but about removing money which had already been committed and then there is no funding. This is something the National Treasury needs to look into and stop denying Kenyans this very important enabler. Yesterday, I tried to have the amendments inserted when we were doing Vote 1152 but I was advised, as per Budget procedures, that we have to wait. It is only a small amount of around Kshs499 million which had been taken away from a ministry to a department. We are taking it back to the ministry. It was not going to affect the overall figure on energy.

Hon. Chairman, it is the tradition of the House for Members to get to know the nitty-gritty of these kinds of transfers. The Alternative Energy Technologies Programme was initially within the Ministry of Energy. Last year we passed the Energy Act 2019 and all the functions of this programme were moved to the Rural Electrification and Renewable Energy Corporation (REREC). What used to be called Rural Electrification Authority (REA) is now called REREC. Everything renewable was taken to REREC. That is why we got the new name. Just a small clarity, Hon. Temporary Deputy Chairman. We are reallocating money from transmission back to alternative energy. Does it require any pronouncement on the Floor of the House? The money is within the programme.
