I am saying this because we gave Kshs5 million for the Economic Stimulus Programme (ESP) to be done last year. I have been following with my county because it was going to a particular school called Menengai High School. To date, not even a penny has been used there. I am seeking your guidance about this conditional allocation that is given by the Budget and Appropriations Committee. Recently, we visited a few counties. If you look at the allocations which have been given for the conditional allocation, most of them are for devolved functions.
