  • 9 Oct 2013 in National Assembly: Thirdly, the overspeeding of bus drivers due to lack of enforcement by the traffic policemen has also brought about increased accidents in our roads. I know there were some laws which were passed here last year under the Traffic Act. When you look at the punitive measure that has been stated in that law, then it will only show how serious these things are. If indeed--- view
  • 9 Oct 2013 in National Assembly: I want to agree with the people who have just spoken before me that this country has enough laws. It is only a matter of enforcement and that is what we need to address. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Oct 2013 in National Assembly: If you look at the issues of unemployment, of course, the Mover has indicated how the industry is assisting our people in terms of job creation. All the monies that they receive from their businesses end up paying hospital bills. They also hold harambees to try and collect money to pay for the medical expenses that are incurred through the accidents. It is very unfortunate that every other day we are called upon to attend view

  • 9 Oct 2013 in National Assembly: If the law enforcers would take their job seriously, the accidents would reduce. I want to agree with the speakers who have said that we might be setting precedence when we form ad hoc committees. I do not want to question what informed the Mover to indicate the names which are on the list but, at the same time, I just wish that the work could be left to the Departmental Committee on Transport, Public Works and Housing. view
  • 9 Oct 2013 in National Assembly: Lastly, what informed the Mover to bring this Motion to Parliament? If you look at what the Chairman of the Committee on Transport, Public Works and Housing has just said, currently as much as they have indicated they are in the process of recruiting a Chief Executive Officer (CEO), he has made it very clear that they do not have budgets. If the National Transport and Safety Authority has no--- view
  • 9 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I was just commenting on what the Chairman, Committee on Transport, Public Works and Housing has just indicated in his speech. He stated that the National Transport and Safety Authority has no budget; no money was allocated. I kindly ask the Chairman, through the supplementary budget, to get some funding for that Authority. Of course, it should engage a CEO, so that the responsibilities under the Act which had been passed here last year, could be undertaken. Lastly, we visited a country two weeks ago and I think this is why our enforcers ... view
  • 3 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support the report by the Education, Research and Technology Departmental Committee and the recommendations that they have given. I love the children of my constituency. The performance of those pupils really dropped so much and I was hoping that a change at the TSC would improve the performance of both the secondary and primary schools. The reasons that have been given by the Committee are unquestionable. All the nine reasons, especially the first one, where the Teachers Service Commission Act, Section 8(6)(d) was contravened, speak volumes of the extent to which some people ... view
  • 3 Oct 2013 in National Assembly: people who knew exactly what was going on. It was obvious that he would get such high marks. The fourth reason that was given was professionalism; that is all these nominees are from the education profession. Education has always gone down because we also need good managers who can take the level of education a notch higher. I know of a few young teachers within my constituency. They thought that being employed by the TSC was not the right thing. They eventually started their own schools. If you look at the schools which were started by these young guys, you ... view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, it is unfortunate that you directed earlier that if one seeks for any Statement then one is invited to the Committee so that one can interrogate and understand the issues. Unfortunately, I was out of the country when I was invited and I told the Committee the same. I have tried to follow the Statement as it was being read. One of the clarifications I am seeking has to do with the number of expatriates working for RVR. From what I have heard there are no--- I have reasons to believe otherwise. I could be allowed until ... view
