  • 29 Aug 2018 in National Assembly: Hon. Temporary Deputy Chairman, every Member in this House has a right of debate and legislation but, according to how you are presiding in the House, it is only the leaders of the Majority Party, Minority Party and the Front Bench who are contributing. The other Members of Parliament (MP) at the Back Bench are not getting an opportunity even to speak. So, be balanced. view
  • 29 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I oppose this amendment. If you charge 5 per cent because of late application, it is still punitive. We need to put it at 1 per cent or even zero. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view

  • 23 Aug 2018 in National Assembly: Thank you, Hon. Speaker. I heard from the Chairman of the NG-CDF. I thank him and the Leader of the Majority Party for the efforts they have put in ensuring that there is money in the kitty. However, what are we going to do during recess? We would like the Chairman to table his Motion here before we go for recess. That way, we would be in a position to budget on the basis of the proposals. view
  • 23 Aug 2018 in National Assembly: Secondly, there has been an issue with our employees at the constituencies. They go for months without salaries. We have said this before. We want the Chairman of NG-CDF together with the Parliamentary Service Commission (PSC) to pay them on a monthly basis. Some of them have school-going children and they need to pay school fees. Remember, schools are opening on Monday. view
  • 23 Aug 2018 in National Assembly: Since this is also a constitutional issue and it is provided for in our Standing Orders, anything constitutional can also be raised at any point. The Leader of the Minority is not equal to the Leader of Majority. It is constitutional. Article 108(4), it says; “The following order of precedence shall be observed in the National Assembly- (a) the Speaker of the National Assembly; (b) The leader of the majority party; (c) The leader of the minority party.” In that amendment it is the Leader of the Majority Party who is the Leader of Government Business in the House and ... view
  • 16 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to support these amendments but I have an issue with the qualifications, especially under item (e). It is not okay when the Chair deletes the words “recognised university” appearing in paragraph (e) and substituting thereof with the words “recognised institutions”. This is where we want to do away with quacks and have very serious engineers and surveyors looking after our buildings. Why is the Chair doing that amendment? view

  • 15 Aug 2018 in National Assembly: Hon. Deputy Speaker, I want you to provide direction especially on the Petition by my good friend, Hon. Kiarie. Under the provisions of the Constitution, water is a county government function. This Petition is very important especially for us residents of Nairobi. We do not have water. Now that according to provisions of the Constitution, water is a county function, it is better the Petition is dispensed with by the Senate or Members of a county assembly. I want to you to rule that… view
  • 9 Aug 2018 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to talk about this Report. From the outset, I want to oppose it. As a House we need to differentiate between the facts and fiction. We need to put aside politics and reality. I am happy you gave Hon. Naisula Lesuuda opportunity to shed some light as the originator of the question which led to this Report. The question as to whether the sugar in the market is safe for Kenyans is very important. It is something which many Kenyans across constituencies have been calling us to find out if the ... view
