The Bill provides that the people who will be accredited to provide legal aid services will have a chance to go round to sensitisation the people on some new Bills that we are going to pass in this House. We have many pieces of legislation that touch on the people, but they do not understand. If people can go round the country to provide free legal service, educate the people and sensitise them, it is going to be important. I have a concern about the creation of boards. The provisions of this Bill and the administration of the Fund should ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Procedural Motion. The minutes allocated are enough if Members can read through the Bills before they are debated in this House. We should encourage ourselves to read the Bills before The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to the Statute Law (Miscellaneous amendments) Bill. From the outset, I rise to support this Bill subject to amendments. I want to be specific on some sections especially on those that touch on security. What this Bill proposes especially from Sections 17 to 30 is that the President may remove, retire, redeploy a Deputy Inspector-General at any time before he attains the age of retirement. This is an area that my senior colleague, Hon. Jakoyo Midiwo, was saying is unconstitutional. If you remember some few ...

For the several incidences of insecurity that we had in this country, there has been a blame game between the senior officers in the security sector. This Bill seeks to streamline and make sure that the President as the CEO of the country and the Commander-in-Chief of the Defence Forces can ensure that security in the country is okay and Kenyans are safe. There is only one case. I do not know how it is going to be approached especially the case on the National Police Service Commission (NPSC). If you check the famous list of corrupt people that was ...

The IPOA is a very important constitutional body in our country. It must balance when investigating officers who are on duty and those who have abused their positions. If you go out today to meet our security officers, you will find that they do not have the confidence they had before. They cannot discharge their duties in a very confident way because on one side there are human rights and on the other side there is the IPOA. They should not fear that the IPOA will investigate them. These are people who are going to arrest terrorists and criminals. They ...

Under information law, the issue of competition should be checked. The issue of dominance should also be checked. Many subscribers to telecommunication services receive messages which they have not subscribed to and some money is deducted from their accounts. With those many remarks, I support the Bill with amendments.

Hon. Speaker, I had a proposed amendment to the Energy Amendment Bill. I appeared before the Committee almost one year and six months ago. I have not seen my proposal making progress from the Committee. It has not gone anywhere, yet I have not heard the Chair of that Committee talking about it.

Thank you, Hon. Deputy Speaker. I stand to second the amendment by Hon. Korir because tracking here means that you want to find out when a gun is used illegally. In our police force, we have quite a number of specialised units. They comprise of plain clothed policemen, special crime policemen and the Flying Squad. They are so many. If this Motion is going to be implemented the way it is and for instance criminals are able to track the officers, those special crime prevention units or specialised units will not be safe. If we are tracked through guns, we ...
