Thank you, Hon. Temporary Deputy Speaker. Hon. Wandayi has raised a very serious issue of national importance especially the leakage of examinations. It is not even enough to raise what Hon. Wandayi has said. As a House, we need to adjourn and seek a special session to discuss this because it is very serious and it is real.

Thank you, Hon. Deputy Speaker. I support this Bill by Hon. Keynan, which is very timely. Article 1 of the Constitution delegates the sovereign power to the three arms of the Government, namely, the Executive, the Legislature and the Judiciary. If you check on the legislation to do with the Judiciary, when a judge discharges a ruling, he is not doing so by himself, but is exercising the sovereign power given by the people of Kenya. This Constitution has not given lesser powers to any of the three arms of the Government. It has given roles to the Executive, the ...

Thank you, Hon. Deputy Speaker. Hon. Gor Sungu was discharging his duties as a Member of a Committee of this House. Article 125 of the Constitution talks about a Committee of Parliament being equal to the High court. It is very unfortunate that Hon. Sungu is going through a very serious tribulation because of what he did as a Member of Parliament. This Bill seeks to empower and give protection to Members of Parliament, so that whenever they are discharging their constitutional duties, they are not liable to any prosecutions or intimidation. We want Members of Parliament to feel free ...

Thank you, Hon. Temporary Deputy Speaker. I stand to support the constitutional amendment by Hon. Kaluma. The Constitution is clear in the formation and functions of the three arms of Government. We cannot say there is a Government in place if we do not have the three arms of Government. For the Government to function, the legislative work of the Government is done by this House. The work of the Judiciary is to interpret laws while the Executive implements laws. When the three arms of Government work together that is what is called Parliament, The input of this amendment is ...

Articles 159 and 160 of the Constitution, on the independence of the Judiciary. They said that they cannot appear before this House because of the independence of the Judiciary. This is the case and yet we know very well that those are two different institutions. We have seen the JSC use judges to frustrate the efforts of this House. If we pass this amendment by Hon. Kaluma, we will streamline these articles of the Constitution and make sure that before the Judiciary issues arbitrary orders to this House, they will allow this House to, first, enact legislation and the work ...

Thank you, Hon. Speaker, for giving me a chance to add my voice to this issue. We appreciate that the students in northern Kenya are really suffering because of teachers. I think the right to life is a fundamental human right. There is need to have an alternative, or a permanent solution to the issue in northern Kenya. We cannot force a teacher to go to a very insecure place, given that we lost about 26 teachers last year. As we speak today, we have orphans in our homes. If you remember in northern Kenya there was a father and ...
