  • 19 Aug 2015 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. I am raising a point of order especially on the Member for Navakholo. When he said he was rejecting one part of the amendment, it was improper because it is one clause. It is either you reject or accept it wholly, because it is one clause. I want to oppose this amendment. One, putting students to be part of the Board members of this HELB is actually wrong because you are taking them away from studying. These are students who are supposed to be in class and not in boards. Two, ... view
  • 6 Aug 2015 in National Assembly: Hon. Deputy Speaker, as you are concluding this petition, we heard the Member for Lugari saying that the Chair is biased. Was he in order to say that the Chair is biased and shout to Members that the Chair is biased? Can he substantiate? view
  • 5 Aug 2015 in National Assembly: Hon. Deputy Speaker, my point of order is different from the one by Hon. Limo. I want to affirm my support to what Hon. Limo has just read. My point of order is that I did a legislative proposal almost a year ago and it went through the process of legislation but, when it reached the Budget and Appropriations Committee, it “sat” on it. It is now almost a year. I have talked to the Chair of the Budget and Appropriations Committee and the Chair of the Departmental Committee on Energy, Communication and Information because I have another legislative proposal. ... view
  • 5 Aug 2015 in National Assembly: Hon. Deputy Speaker, it is a legislative proposal on Uwezo Fund. If you ask the Chair of the Departmental Committee on Finance, Planning and Trade, they sat and deliberated on the issue almost eight months ago. It went to the Chair of the Finance, Planning and Trade Committee and they dispensed with that proposal. It went to the Budget and Appropriations Committee. view

  • 5 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wanted to contribute, but my point has already been discussed by Hon. Wamalwa. The current term of Parliament, going by the Constitution, expires in August. We will not have finished five years by then. So, extending the election date to December will still be within the five years. It will not be subject to referendum. But it seems, again, that it is at this point that we need to appreciate that this country also needs--- view
  • 5 Aug 2015 in National Assembly: That is why, Hon. Temporary Deputy Speaker, without contradicting the court’s ruling, extending the election date to December will still be within the five years of the current Parliament. view
  • 29 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I stand to support the Motion. I also want to congratulate my friend, Hon. Waluke, for bringing the Motion to the House. We are discussing a very serious issue here; the issue of the security of Kenyans. It is difficult being a policeman in Kenya under the current conditions especially having to serve until the age of 60. Our police officers deserve good houses. They need better working conditions and proper equipment. You cannot work in an environment that is surrounded by the civil society and as you work, you are told to confront criminals ... view
  • 29 Jul 2015 in National Assembly: Until we harmonise the salaries of all public officers, officers who are trained by the Government and taken out for very many years for specialised training using taxpayers’ money, we will not stop them from wanting to become security officers for the Kenya Power, KenGen or other institutions which are well-paying. The Member for Westlands talked about police houses. I want to confirm that they are surely shanties and not houses. This House appropriates huge amounts of money to the National Police Service. The Budget of Kshs70 billion to the police service is not small. Almost 70 per cent of ... view
