  • 29 Jul 2015 in National Assembly: promotions in the NPS. That is the only way we can encourage our police officers. We should also promote officers who have performed excellently. view
  • 29 Jul 2015 in National Assembly: The Independent Policing Oversight Authority (IPOA) demeans the services of the police. The Kavuludi Commission and the civil society are also intimidating police officers. As we pass this Motion today, it should be implemented to the letter. We have talked about very many issues. We have sought many Adjournment Motions in this House whenever we have insecurity in certain parts of this country, but they have not yielded anything. We only sit here, discuss, pass and say that we urge the Government. In every Motion, we urge the Government. I do not know where the phrase “we urge the Government” ... view
  • 29 Jul 2015 in National Assembly: I support the Motion with the view that it is going to be implemented by the Executive to make sure the welfare of police officers in terms of their salaries, promotions and housing is looked into very well. view

  • 9 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I want to seek your indulgence on a legislative proposal I did almost a year ago about a Bill I intended to bring to this House on Uwezo Fund. It went to the Departmental Committee on Finance, Planning and Trade and I was called to appear before the Committee. Later I was also told to appear before the Budget and Appropriations Committee almost a year ago. It has taken too long. I have three legislative proposals. I do not know how long it takes for a Committee to discuss a Member’s Bill or proposals because ... view

This is a very small amendment. It was just meant to align the Act with the amendment which was in this House before, which talked about the Board to finish their work before 31st December, this year. It is very important because if the section remains the way it is, it might bring up some litigation issues. That is why it is good to bring the amendment, which I support. The Judges and Magistrates Vetting Board has ... view
  • 9 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to second this amendment by Hon. Wamalwa. This is a very good amendment for the country and for the Government. Remember we are bringing in new commissioners to the Ethics and Anti- Corruption Commission (EACC). We have had problems at the EACC and the current secretariat of the EACC is part and parcel of the problems that rocked the EACC. That is why we are here today with the issue of new commissioners. To have a new beginning in the EACC, we need to also have a new secretariat. It will be ... view

  • 9 Jul 2015 in National Assembly: The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. This is a very mischievous amendment and cannot be entertained. This House passed that amendment and recommitting it at this time is very mischievous. It is bad for this country and this Government. view
