• 1 Jul 2015 in National Assembly: Hon. Deputy Speaker, I was previously in the Justice and Legal Affairs Committee. I am now in the Public Accounts Committee (PAC). We used to allocate money to the Attorney- General’s (AG) Office and other Government legal departments. We gave them money every year to recruit legal officers because those who were there had moved to other Government departments after a few years because the salaries at the departments they moved to were good compared to those paid by the Ministries. Deputy Speaker, regarding the issue of public service ballooning wage bill, the SRC needs to go to the counties and rein in the governors who recruit new staff on a daily basis. Prior to the birth of the county governments, there were Government officers who were working with the former local authorities. In counties, governors are recruiting every day and you know before we had Government officers who were already working in the former municipal councils. • 1 Jul 2015 in National Assembly: differently. You will find that a clerical officer at the County of Nairobi earns a different salary from one in Siaya County or Elgeyo Marakwet. We want the Salaries and Remuneration Commission (SRC) to come up with proper guidelines and standardised procedures, so that a clerk in Kwale County has the same salary as one in Turkana and in any other part of the country. Hon. Deputy Speaker, with those many remarks I support the Committee’s Report. As I said, we want to see the SRC working. Thank you. view

• 1 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also want to thank Hon. Dawood. This is a very well thought out Motion. Emergencies and unpredictable situations happen everywhere and to everyone. This is a very important Motion given that there are some remote parts of this country where we do not have any health facilities around. If this Motion is going to be approved and the Government implements it, it is going to help so many Kenyans who live in remote parts of the country. view
• 1 Jul 2015 in National Assembly: Accidents occur and we have diseases like anemia which do not discriminate areas or regions. They occur everywhere. So, if we have blood transfusion centres and ICUs, it is going to help our people, especially in remote areas. I beg to support. view

Political parties are formed to strengthen democracies in democratic countries. They should not be used as just briefcase items which are made for sale during elections. We have seen those ones in Kenya. view
• 1 Jul 2015 in National Assembly: During the Third Reading of this Bill, we will propose amendments to strengthen political parties in this country. We will align them to Article 10 of the Constitution, which talks about national values and principles of governance. • 1 Jul 2015 in National Assembly: even today because of so many election petitions emanating from nominations from political parties. One very important amendment that I will bring into this Bill is the question of asking Kenyans who want to join political parties or contest elective positions to be members of those parties for more than three months or even two months. view
