  • 18 Jun 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I join my colleagues in congratulating Sen. (Prof.) Kindiki for a well thought out Motion which I support. One of the omissions that I think we did when we were formulating our Constitution was in the area that we are discussing now. The National Police Service (NPS) is overstretched and wherever we go all over the world, there is nowhere that the national police take responsibility of the metropolitan areas. You always have a special police with unique issues in that area that takes care of security and other related functions. So, this is ... view
  • 17 Jun 2014 in Senate: Mr. Speaker, Sir, I join my colleagues in extending my heartfelt condolences to the families of the people who were killed the day before yesterday and last night. Mr. Speaker, Sir, yesterday, when I learnt of these events in the morning, I was very sad. As a person who has for sometime worked in areas of security, I felt that this country has been let down. I came to my office and switched on my television set because I was expecting some kind of statement that would make Kenyans, at least, have some courage. It did not come until about ... view
  • 11 Jun 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for the opportunity to add my voice to those who have complimented the Mover of the Motion. This is a good Motion except in my view, some of the things that are being canvassed have already happened. I say this because I have been involved in the defence forces of this country for quite some time. During the Eighth view
  • 11 Jun 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. Let me start by congratulating this Committee. First, I congratulate them for their tour to the five counties, the manner in which the Mover has moved the Motion and for the way the able Chair has seconded. This is what we have been urging Committees to do instead of travelling overseas benchmarking in countries that are already developed and which have no relevance to us. We have been urging our Committees to visit our own institutions and to add value like this Committee has done. I have heard the Chair say ... view
  • 11 Jun 2014 in Senate: Senate?” I just said: “Just give it about two weeks.” So, I want to urge the Chief Whip and the Chairman of the Committee to pass the message that members of the public are waiting for the implementation of the Senate’s resolution on these certificates. view

  • 10 Jun 2014 in Senate: Mr. Temporary Speaker, Sir, I would like to inform Sen. Murkomen, as a Commissioner, that we will soon be moving to the new Chamber which has better equipment. Tomorrow it is going to be inspected, so that we can move. I want to assure you that the kind of equipment that we are going to find there is of the highest quality; not from the East. view
  • 10 Jun 2014 in Senate: Mr. Temporary Speaker, Sir, with your permission, again, as my good neighbour has alluded; we respect each other very much. In fact, I only said this because Members of the Senate have talked about this particular equipment coming from China. If I am to be specific, I meant China because Members have voiced their concern that this equipment is substandard because it comes from China. I want to assure Sen. Murkomen and the entire Senate that we have taken care of that and that it is not going to happen. We have given them the best technology that is available. view
  • 10 Jun 2014 in Senate: Mr. Temporary Speaker, Sir, I wish I knew that I was provoking a situation. I want to exonerate, the present PSC on the equipment in discussion. This equipment was procured long before the current PSC took office and additional information is that this equipment was given as a donation. It was not procured by the then PSC. In my community we say that mbuzi wa bure haangaliwi meno. So, it is obvious that we got something free and cheap and this is a lesson for the PSC. view
  • 10 Jun 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I was saying that this is a very important piece of legislation and while also congratulating my good neighbour and friend, I thought that one day is not sufficient for a Bill as important as this one and that, therefore, I will be allowed to give my contribution for five minutes so that I can continue tomorrow and also give other hon. Senators the opportunity to make their contributions. So, Mr. Temporary Speaker, Sir, let me take this opportunity, once again, to join my colleagues in applauding the efforts of the Senate Majority Leader ... view
