  • 10 Jun 2014 in Senate: The first duty I was to do was to tell the chiefs and to warn them that you must eliminate alcohol in your areas or you will be sacked. That chorus is still being sung up to today. District Commissioners (DC) are telling chiefs that if we find local brew in your area of jurisdiction, you will be sacked. This has been going on and on but the problem of alcohol has not decreased. That does not mean that we do not need legislation. We need legislation. However, in addition to that legislation, there are other areas that we need ... view
  • 5 Jun 2014 in Senate: Madam Temporary Speaker, I stand here to thank you for giving me an opportunity to reply. Let me take this opportunity to thank the distinguished Senators who have made their contributions to this Motion. I have a list of 11 Senators who have supported this Motion on behalf of the House and I thank them. I want, in summary, to say that this matter has been going on for a long time. In 2004, Parliament passed a Motion that I moved. In 2006, the former Government released over 500,000 certificates that were being held. The Government did not become broke ... view

  • 3 Jun 2014 in Senate: Mr. Speaker, Sir, I regret to interrupt my brother here, but I think Sen. (Dr.) Khalwale asked that he substantiates the statement that he made. But I have not heard anything to substantiate what he was challenged to substantiate. Could you urge the Chairperson to substantiate, because he made a statement on the Floor of the House and we would like substantiation? Thank you, Mr. Speaker, Sir. view
  • 3 Jun 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. I would like to join my colleagues in congratulating Sen. Obure and his able Committee for producing a wonderful Report. This Report, going by the verdict that has been given, this Committee and the Senate by extension has sent a very strong signal to the Members of the County Assemblies (MCAs) that they should now go to work and stop chasing Governors. There is a lot of work to be done out there. Ever since we were elected, most of them have been filing Motions against Governors and there is a lot of hue ... view
  • 6 May 2014 in Senate: Mr. Speaker, Sir, I just want to confirm to hon. colleagues that we will be open to suggestions such as the one that has just been made by Sen. (Dr.) Khalwale. With your permission, may I also add that Sen. Beatrice Elachi is also in the committee and, therefore, in addition to approaching me, he should also approach Sen. Elachi. view

  • 6 May 2014 in Senate: Mr. Speaker, Sir, I rise under Standing Order No.88 which talks about anticipating debate. This matter of Governor Wambora has been debated very heavily since it came to light by very prominent Senators. I recall that at one point the Senate Minority Leader raised the issue of some of our colleagues purporting to be speaking on behalf of the Senate out there. This matter has become very serious because today, in the newspapers, some very prominent Senators are quoted to have already made a decision on a matter that is before this Senate. I think this is serious. We need ... view
  • 6 May 2014 in Senate: These are very serious matters yet the Senate Majority Leader stands here and gives a notice of a Motion to appoint a special committee to investigate a matter that apparently they have already made a decision on. We need your guidance over this matter. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 6 May 2014 in Senate: Mr. Speaker, Sir, we need your guidance on this matter. When we raised the issue of Senators speaking on behalf of the Senate out there, we were told that it would come under a Kamkunji . But I think this matter is going beyond the limits. The Senate Majority Leader has even addressed himself on this matter. I want today to be guided on the issue--- view
