(a) Murata Farmers SACCO is owned by shareholders drawn from the greater Murang'a and Thika districts and registered marketing co-operatives among others. Mugama Farmers Co- operative Union is also a shareholder. The Mugama Farmers Co-operative Union is owned by coffee farmers through the 36 affiliated primary co-operative societies, with a membership of over 110,000 individual coffee and dairy farmers. Mugama District Union (MDU) is a shareholder of Murata Farmers SACCO. I am aware that Murata Farmers has been obtaining some court orders, and which the other group did not participate in at all. That is what the Chairman of Murata Farmers is now using to harass members of Mugama Farmers. Mr. Speaker, Sir, I take this opportunity to give instructions that where money is demanded by Murata Farmers, those farmers should refuse to pay that money! It is not in order for them to do so.   • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, I am aware of that. I even called the two groups in my office. We even formed a team to conduct an inquiry and present a report to us. The report was brought and I discussed it with the two groups for a long time - in fact, for six months! We have ordered another inquiry. Murata Farmers have gone to court in Thika District to stop that inquiry, but because the order does not affect us, that is why I have said that, while the inquiry continues, and as we sort out those matters in court, ... view
  • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, instructions given by the Government are instructions! They are going to be carried out! In fact, I am considering suspending that Chairman. I know the havoc that is being created in Murang'a District. I can assure hon. Members of Parliament from that area that I will seriously take action against those people. There should be no cause for alarm. Let the people continue growing their coffee and doing their normal work as usual. view
  • 13 Jun 2007 in National Assembly: I will try to be quite short Mr. Temporary Deputy Speaker, Sir. I support the creation of the authorities. I think we need the authorities particularly to handle roads in the City. On the by-passes that were started - and I am glad the Minister is here - I think they should now be completed. The real intention for their construction was to reduce traffic jams that occur daily. I think some of the by-passes pass in my place.   • 13 Jun 2007 in National Assembly: to maintain those roads. Today, they are not maintained. We wait until we get the machinery to do the roads. Otherwise, they are not done. The young men were getting jobs to maintain those roads. I urge the Minister to ensure that rural access roads are maintained by young men within those areas. It is the only way to guarantee that our roads are maintained. Mr. Temporary Deputy Speaker, Sir, many people are using bicycles. I think it is important to reserve lanes on the roads for cyclists. However, most of the coffee farmers in Kangundo are members of the coffee co-operative societies affiliated to the Machakos District Co-operative Union. (b) I am not aware that the Machakos District Co-operative Union has closed down. It is quite active and it is giving various services to its affiliated societies in the district.   • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is good to inform my good neighbour - he also happens to be my neighbour in the constituency - that the money was deposited by a number of people. I know that some had large amounts while the others had little. But the amount in the UBS was held by a number of people. Because the total amount owed is more than what they are owing the District Co-operative Society, the matter will have to be solved.   • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, whenever we suspect any co-operative officer or elected official of any co-operative to have been involved in any misappropriation, we immediately institute an investigation. If some officers are found guilty of the offence, they are immediately sacked and taken to court by our officers. The only problem is that the procedure in our legal system takes a little bit too long. So, sometimes it takes long before they are found guilty. But we do not allow them to continue working or even leading people as officials of the co-operative unions, immediately they are found guilty. view
