Thank you, Hon. Temporary Deputy Speaker. I support this Bill. This is an idea whose time has come. Who am I to resist? Kenya has been a haven for peace in a continent that has been marred by civil wars, guerilla wars and coup d'état. So, when many people have problems in their countries, they want to go to havens of peace like Kenya. If you remember, we have had four Heads of State who were democratically elected. Two of them retired voluntarily, handed over the baton of leadership and went home. That is why we are admired far and ...

So, if we can tap into this human resource, especially the human brain that refugees come with, we can use refugees as a human resource. It beats logic to seclude them and kind of confine them. They are running from their countries because of threats to their lives and then we imprison and confine them. I think it is high time we rethought the issue of refugees. This Bill addresses most of the issues. We should adopt them and use them to steer our economy. Most of them are very qualified. Children who are born of refugees, which crime have ...

Thank you very much, Hon. Speaker. Pursuant to the provisions of Standing Order No.42(a)(5), I rise to ask Question No.009: (i) Could the Cabinet Secretary give the status of availability of drugs used to manage epilepsy and cerebral palsy conditions such as Phenytoin, Phenobarbital among others, in the country? (ii) What steps is the Ministry taking to ensure constant availability of the said essential drugs so as to stop further deaths of children with these categories of disabilities/conditions? (iii) Are there drugs classified as essential or lifesaving that may be in short supply in the country, and if yes, what ...

At the outset, I do support this Finance Bill. I thank and congratulate Hon. Limo and his team for coming up with this very-easy-to-understand Finance Bill and for having worked very hard to make sure that it beats all the deadlines so that we can finance the Budget that we have just passed in this House. Without the Finance Bill, having a budget of trillions of shillings will be nothing and, sometimes, it will lead us towards, probably, borrowing more and having very high debts. However, if we put in place bills that will make sure that we collect enough ...

and chapati which are products of maize and wheat flour, respectively. We should include rice because Hon. Atandi is coming from ugali- eating zone and Hon. Sophia, my Chairlady, is coming from the rice-eating zone. So, let us zero-rate what is really required by the weaker members of our society. What we are saying is that those budget forces, which include the Finance Bill, are within the extraordinary time and require extraordinary measures. The extraordinary measures that we need are to cushion our citizens. The only way we can cushion our citizens is not to zero-rate packed milk because, Hon. ...

instead of the rural-urban migration. We can tap on this energy that is going to the rural areas by waiving taxes on agricultural inputs so that they can involve themselves in agriculture. This COVID-19 may actually turn out to be a blessing in disguise. I also appreciate the Committee for dropping taxes on pensions because we cannot be giving monthly stipend to our senior citizens who are 70 years and above and, at the same time, tax the little pension that they normally receive. Every Member of this House will one day attain the age of 70 years and during ...

Hon. Deputy Speaker, we can understand natural disasters, but we cannot understand or forgive disasters caused by human error. Whatever is happening in those three counties is a disaster caused by human error. The victims must be compensated. This House must come up with a legislative framework to ensure that anybody who causes loss of human lives is treated as a murderer. They are murders. If by omission or commission you cause such a disaster, then you should be prosecuted!
