Thank you very much, Hon. Deputy Speaker. You stole words from my mouth because I wanted to inform Hon. Hassan Yusuf and Hon. Baya Yaa that once you are seated on that Chair, you become Hon. Speaker. Hon. Yusuf called you Hon. Deputy Speaker and then Hon. Baya Yaa followed him.

I want to comment on the Statement from the Member for Mandera. We have to ask the Government whether it is really serious on protecting our territory.

On mitumba trade, re-direct this question to the Departmental Committee on Trade, Industry and Cooperatives. Let us be serious because thousands of Kenyans are suffering. If they are suffering, we cannot accept that this question cannot be responded to by this Ministry and followed up. The work of this House is to protect Kenyans. We have to protect the Mitumba multibillion industry.

Thank you, Hon. Temporary Deputy Speaker. From the outset, I support this Bill. It is good for us to put the records straight, so that Kenyans understand that this scheme has got nothing to do with greed. It is a welfare issue of State officers, The electronic version of the Official Hansard Report is for information purposesonly. including Members of Parliament who are entitled to pension. They contribute to the pension scheme. It is not free money. It is a contributory pension scheme. Sometimes, it is pathetic when you see the responses we get and what we are branded, as Members of Parliament. To be a Member of Parliament in Kenya is expensive. The expensive lifestyle is contributed by the same citizens who question anything earned by a Member. When members of the public are fundraising, you will never hear any of them inviting a District Officer, a County Commissioner, a Principal Secretary or a Cabinet Secretary. ...

Hon. Temporary Deputy Speaker, the Hon. Member from Mavoko has all the rights to catch your attention. As I was saying, we are here on Tuesdays, Wednesdays and Thursdays because this is our work station. On Mondays and Fridays we have committees’ work. I am not a trained lawyer, therefore, on weekends I have to research and study laws, so that when I come to this House I am able to contribute sensibly. So, we work seven days in a week, 24 hours in a day and 365 days in a year. We work with zeal and give our best. ...

Thank you very much, Hon. Temporary Deputy Chairman. I may not be as excited as Hon. Kaluma who is taking photos of the first Chair of the Finance Committee. I really did not understand these changes of guarantee because it may be open to abuse especially given what happened to guarantees of AFC loans in the early 1980 and 1990s. The Government had to clear the AFC loans because they were guaranteed based on tribal lines and who is who in that administration at that time. So, I still think the Chair should come out clear. How would we protect ...

Hon. Speaker, my issue was overtaken by events. I wanted to talk about the clashes in Olposimoru which have caused the loss of 10 lives and have left 70 others injured. We are very pained by those issues. Hon. Koinange is here. We have discussed the issue in detail and we will know how to tackle it.

Hon. Speaker, the answer from Hon. Koinange, who is my good friend, is not satisfactory. When he says that these people registered with the refugee camp, how did the Government of Kenya allow them to register? It is only in Kenya where a person born through the assistance of registered Kenyan medical personnel is taken to the Kenya postnatal clinic, goes through schooling in Kenya and then after attaining the age of 18 years, is subjected to verification to confirm whether he or she is a Kenyan. Surely, they are being verified from the time of being born to the ...
