  • 15 Sep 2020 in National Assembly: I urge the House to support the Petition and move with speed and solve all historical land injustices across country. Thank you. view
  • 15 Sep 2020 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to also support this amendment Bill. I want to congratulate Hon. (Dr.) Zani from the Senate for bringing this progressive Bill. This is one of the most progressive Bills we have received from the Senate. I want also to congratulate the Chairperson of the Departmental Committee on Finance and National Planning, Hon. Gladys Wanga, for taking it up so that we can make sure our counties collect enough revenue. It is not that counties do not collect enough revenue. The revenue is actually being diverted to other ... view
  • 15 Sep 2020 in National Assembly: really know what they ask those cabinet secretaries and their role is basically the oversight of counties. This is their mandate and this is what they should have been doing instead of hanging in the middle, becoming an amorphous political NGO that is just a political gun that will be using politics in the division of revenue formula instead of concentrating on their core mandate. This Bill seeks to amend the Public Finance Management (PFM) Act No.8 of 2012 to ensure that county governments’ revenue collection system is developed by the Cabinet Secretary of the National Treasury and Planning in ... view
  • 8 Sep 2020 in National Assembly: Thank you, Hon. Speaker. I want to state that the response from Hon. Koinange is quite convincing. I want to request the Committee to consider the issue of police officers who become disabled in the line of duty. One of the qualifications for being a police officer is that you must be physically fit. It is a job that requires physical strength. When officers lose physical strength, they get stranded. They require psychosocial counselling. As we counsel other officers, let us remember those officers who get disability in the line of duty. Thank you, Hon. Speaker. view
  • 8 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to support this very important Bill. I want to start by congratulating my senior, Dr. Mishra, for bringing such a very important Bill to this House. view
  • 8 Sep 2020 in National Assembly: There is medical tourism in this country. We export and we also import. However, our importation has been going down since the 1970s. In the 1980s up to the 1990s, people were travelling from far and wide within Africa to come for medical tourism at our medical facilities, especially at KNH. However, in the recent past, we have seen a trend in which our export of medical tourism has increased. As other Hon. Members have said, sometimes, it is due to cartels who collude with foreign countries to make money. I am not aware of them. I know that well ... view
  • 8 Sep 2020 in National Assembly: I support this Bill so that we can control and increase our earnings in terms of medical tourism. I implore upon Hon. Mishra to go further and find out where the rain started beating us, as a country. I believe that the rain started beating us in the late 1990s through to 2000. When I was the President of the Students Organization of Nairobi University, there was the introduction of parallel degree programmes, which was commercialization of education. Through those programmes, we equated knowledge with money. The introduction of the parallel degree programmes brought about a situation where grade “A” ... view
  • 8 Sep 2020 in National Assembly: The other issue is that we need to control and have a framework that is in-built. We can have a unit in the training of our medical doctors and nurses in medical colleges. That is so that it is in-built in our medical personnel to know that this is a matter of ethics and our country. We will also need to make our country proud because our human resource is high. Taking into consideration that one brain channeled to proper use is more worth than all the goldmines that are in Libya or any other country, if we channel our ... view
  • 12 Aug 2020 in National Assembly: Thank you very much, Hon. Deputy Speaker. I support the Petition because I know that salaries are normally a bribe to make you forget your ambition and make other people achieve their ambitions. It is even worse when that bribe is not paid on time because those people will go hungry. So, the Committee should speed up because this is an emergency. They should try, as much as possible, to resolve this issue within the shortest time possible. I concur with Hon. Robert Mbui by saying that the Corporation should now change tact because we are in a digital environment. ... view
