I also support this Motion because of the regional balance that is here. In this Commission, I can see South Rift, Nyanza, Northern Kenya and North Rift represented. That is what the drafters of our Constitution had in mind when they said that we should consider regional balance. I would like to advise the Committee and also the Head of State, in future to consider Article 54 of our Constitution which demands that, in all these commissions or appointive positions there should also be consideration of persons with disabilities. I can authoritatively say, without fear of contradiction that as a country, we have tried to implement that. Two or three months ago, we had vetting of nominees of two commissions. I really commend the Committee. I once sat in this vetting exercise. They were very thorough. I can only compare their way of vetting to the way that Cabinet Secretaries are being vetted in Ghana. I once participated in vetting of Cabinet Secretaries in Ghana and it was an interactive session. When they were vetting, it was a thorough job and it was an interactive session which touched every part of their constitution, on issues of integrity and qualifications. Temporary Deputy Speaker, I rise to ask the following Question to the Cabinet Secretary for Environment and Forestry Resources: a) What measures has the Ministry put in place to control and eradicate the water hyacinth, scientifically referred to as Eichhornia crassipes in Lake Victoria and other water bodies in Kenya? b) State whether there are private organizations interested in partnering with the national or county government, research institutions or communities to assist in the eradication of the weed.

Speaker, pursuant to Standing Order No.43, I wish to make a Statement regarding the United Nations International Day of Persons with Disabilities (IDPD) to be celebrated on 3rd December 2018 in Kisumu County in the spirit of the handshake.

The theme for this year’s celebration is “Empowering People with Disability and Ensuring Inclusiveness and Equality”. Hon. Speaker, in preparation for the said day, leaders from 14 counties from the nomadic communities met in Isiolo County on Saturday, 13th October 2018 to participate in the 8th Edition of the Desert Wheelchair Race to create awareness on the rights of persons with disabilities, especially the wheelchair users.

The event was sponsored by Northern Nomadic Disabled Persons Organization, a non- governmental organization, Ministry of Devolution, Isiolo County Government and other well wishers. The race was well attended by the leadership from the pastoral communities namely; seven governors, two Cabinet Secretaries and seven Members of Parliament led by myself, among other county participants.

There is need to change the narrative of viewing a person with disability as a liability in the society. Statistics indicate that there are an estimated 400,000 wheelchair users in this country. Meaning that if one wheelchair costs Kshs30,000, 400,000 Kenyans are sitting on metal worth Kshs12 billion and a total of Kshs6.6 million persons with disability in this country translating to a market bigger than Nairobi City. In the world, there are 1.3 billion persons with disability and if Kenya can attract 1 per cent of this population as tourists, Kenya will benefit from one million tourists with disabilities. ...

listening to me, and stakeholders, to attend and participate in the important event in style. It is my earnest request that participants in this year’s event should sit on wheelchairs or be blindfolded the whole day to have a first-hand experience of what persons with disability go through in their daily activities.
