Thank you very much, Hon. Temporary Deputy Speaker. I support the Report of the Public Accounts Committee. This Report is very big. I have gone through it and noticed a few things that are very good for this country. The Auditor-General has been doing a good job as far as auditing accounts of both the county governments and the national Government are concerned. The problem has been their implementation. If this House can give teeth to the Auditor-General so that he has some powers to track all the monies that are transferred at all levels of Government, either county governments, ...

to a county government that even a layman understands that it should not have. We also want the Auditor-General to be a bit firm in some of those reports. We also need to advise our Attorney-General. At times we see some audit queries that cannot hold water. We need to have water-tight audit reports so that we do not scare away investors. Whenever there are audit queries that do not hold water, it seems as if there is a massive loss of public funds and we will scare away investors and donors. Sometimes those audit queries are solved with time. ...

Thank you very much, Hon. Temporary Deputy Speaker, for this opportunity to support this Bill which has come at the right time. The easiest way to become rich in Kenya nowadays is to get contracts from the Government. Sadly again, the easiest way to become poor in this country is to get contracts from the Government. You will be rich very fast if you first of all get a contract, you are connected and you are willing to give kickbacks either in kind or in cash. For the women colleagues, it is in kind; for the male, they normally request ...

There is a clause on the issue of the attorney who will be signing these contracts. As a House, we should insist on the qualification and experience of this particular attorney. Our youth are graduating and they really need these jobs. When they graduate, you will hear people saying what Hon. Kimunya said, that I did it in good faith to the best of my knowledge. But the knowledge was from the university and they do not have experience, so they may not be able to ascertain and dig out the clauses that are on these contracts in terms of ...

Thank you, Hon. Speaker. For sure we are using the idea of riparian area not only to scare away investors, but to settle some political scores. What is the issue with riparian area? Fort Jesus sits zero meters from the Indian Ocean. The headquarters of the United Nation (UN) in New York sits zero meters from river Amazon. As we talk about riparian areas, when Governor Waititu talked about moving a river a bit, people said he studied in Panjabi and did know what he was saying.

Let me assure Members of this House that Egypt 100 years ago had to connect two seas using Suez Canal. They connected the Red sea and Mediterranean Sea. What about the issue of moving a river a little bit so that people can get somewhere to live? We are talking about aqua life and animals. We have let all the animals which live in Maasai Mara to live in Mau Forest. How can you tell us to migrate from Nairobi City and leave it to animals? We should be like other developed nations. In fact, Holland is reclaimed from the ...

Hon. Speaker, I rise to ask the Cabinet Secretary for Interior and Coordination of National Government the following Question: (a) How many village elders are there in the country? (b) In 2016, during a meeting at the Kerugoya Catholic Church Grounds in Kirinyaga County, the Ministry, through the then Principal Secretary stated that Kshs1.2 billion had been set aside for payment of village elders across the country. Could the Cabinet Secretary explain the progress in the payments to the village elders?
