Mental disability, which is brought about by mental illness, is a silent and hidden type of disability, just like the deaf community. You may not identify somebody with mental disability or hearing impairment. We end up handling them in a manner that will even worsen their type of illness or disability. If you meet somebody with hearing impairment on the streets crossing the road and you hoot and come out abusing the fellow for not hearing, it is the same scenario in which we handle somebody with mental illness. Even before parents can detect mental illnesses in their children, teachers should have detected the illnesses. We also have to differentiate between mental illness and drug abuse. A person may not be mentally stable and so, this can lead to drug abuse and even rape tendencies. Sometimes drug abuse itself is what leads to mental illness. Temporary Deputy Chairman, I have been quiet for quite some time but on this one, for sure most Executive Directors in our country are persons with degrees only. Master’s degrees are just an added advantage. For sure, the chair of this board is supposed to have a degree. And he is the one above the CEO. Let us have those Master’s and PhD holders taken to the universities to teach. In leadership positions, some people are good with just a degree. So a degree is enough. view
  • 17 Apr 2018 in National Assembly: Thank you very much, Hon. Speaker for giving me this opportunity. For sure, there are three arms of Government. They are independent but interdependent. When one arm of government becomes so independent that it feels superior to other arms of Government, it sets a very bad precedent. That is why, as a House, we need to put our foot down - as per the precedent that was set earlier - and make sure that we abide by the laws, especially Article 250 (2)(b) of our Constitution.   • 17 Apr 2018 in National Assembly: by the county governments should be strictly for tangibles, things that the residents of that particular county can say, “Yes, we have a debt that our children will pay, but we are enjoying the services of the SGR or of a particular road or university that was built in that particular county.” When we put a very heavy burden on our future generations and there is nothing that they will be seeing, that they will be paying for, I will share my reservations.   • 11 Apr 2018 in National Assembly: Thank you very much Hon. Speaker. At the onset, I support this Bill. We really need to be very careful as a country when we develop such a Bill because we have seen and learnt from what has happened when resources have been discovered in other countries in Africa. Some have turned into a curse rather than being a blessing to such countries. view
