Indeed, Article 6 of the Constitution of Kenya entrenches the spirit of devolution by stating that the territory of Kenya is divided into counties. However, I am extremely concerned especially after I heard yesterday from the Chairman of the Budget and Appropriations Committee stating that county governments have not provided details and reports on pending bills.
