Hon. Temporary Deputy Speaker, the Member for Kiambu, Hon. Wamuchomba, is totally out of order. All of us are not against innovation. We are against an innovative way of conning Kenyans. You Fuliza Kshs100, it is charged Kshs5.

If you Fuliza ten times, and you have been given... What is out of order is that she is saying that the Bill is against innovation. We are not against innovation. The House is not against innovation. We protect innovation.

On a point of order. I agree we were with Hon. Kimilu yesterday. He is, however, out of order to give out information which I gave him privately - that I had a Fuliza M-Pesa loan of around Kshs70,000. Again, it is not true that I have two Safaricom lines. I know he will resist. I do not know if he thought I will too, but I did not. I bought My first Safaricom line for Kshs2,500. I do not have two lines as he alleges. It is the same line I am using now. He is misleading the House ...

On the issue of the Mau Forest, it must be conserved because it is not about the community or a person, but about the ecosystem of Kenya. We are directing our anger at the wrong place. The Government is wrong. It has constructed roads and chiefs’ camps. It has constructed schools and has seconded teachers to the schools in that forest. So, the Government ought to compensate all the people it has evicted from Mau Forest and any other forest. The Government must accept that it has erred because some of the people who have been evicted have genuine title ...

When the forests were being occupied for 10 or 20 years, where were the foresters? Where were the land surveyors? The Government must compensate all those people.

Thank you, Hon. Speaker, for giving me an opportunity to inject my voice, not from the angle of gender, but from the angle of persons with disabilities. created devolution. We devolved a lot of resources, but we did not devolve powers to manage resources and to make certain regulations. It was an amorphous kind of devolution where roadside declarations were made touching on very important sectors such as water, health and other key devolved functions.

Hon. Speaker, the County Statutory Instruments Bill (Senate Bill No.21 of 2018) has come at an opportune time. It should have come like yesterday but now that it is here with us…

Thank you, Hon. Speaker. It is unfortunate that Hon. Gedi is also out of order because we do not have friends here but Members of the august House. Hon. Speaker, before I was rudely interrupted, I was saying that we need to devolve powers so that those regulations and statutory instruments are made in the right channels, and are specific to the needs of different regions. It has been difficult to make laws in this House because of trying to balance regions. That is because a law that will work well in Maasai land may not work well in Muhoroni, ...
