Mr. Deputy Speaker, Sir, there were infrastructural developments that were supposed to take place alongside all the beaches in Kenya, Tanzania and Uganda. That was five years ago. The ones in Uganda and Tanzania were carried out. What happened to the infrastructural development along the beaches in Kenyan which have not been done so far?

I want him to explain to us if there was to be an accident today whether passengers who will have suffered any injuries would be compensated on a flat rate, or the compensation will depend on person to person?

Mr. Deputy Speaker, Sir, the Ministry of Agriculture is very notorious for the way in which it deals with farmers. They do not pay pyrethrum farmers. They do not pay sugar-cane farmers. They do not pay maize farmers. The Ministry is known to have returned almost Kshs8 billion to the Treasury at the end of the last financial year. What is the Ministry doing to make sure that farmers of this country are properly taken care of, so that they can go back to the farms?

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is answering a Question from the Member for Voi. He should, therefore, have come with information. Is it in order for him to continue evading the Question while he knew he was going to answer the same Question from the Member? What does he need to go and check in the office so that he can come back with a proper answer?

On a point of order, Mr. Deputy Speaker, Sir. It seems the Assistant Minister will not give us a convincing answer in this particular matter. Could we defer this statement, so that he comes up with a more appropriate statement after doing proper research? I agree with him that anticipating debate in this matter will not work. We do not know whether those Bills will come here or not.

Mr. Speaker, Sir, since there is an anthrax outbreak already, could the Assistant Minster inform the House whether he is doing everything possible to make sure the vaccine is taken to the relevant districts, including my district, Nyakach, where I know there is a possibility of an anthrax outbreak?
