• 7 Apr 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Finance: (a) whether he could disclose the identity of insurance companies in Kenya facing regulation and operation problems; (b) what measures have been put in place to protect persons insured by those companies and whether they should face closure or liquidation; and, (c) whether he could confirm that five (5) insurance companies have been placed on special surveillance/supervision due to operational problems and when the Government will take decisive action on them according to the law. view
• 7 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker Sir, the answer given by the Assistant Minister, Office of the Deputy Prime Minister and Ministry of Finance is not satisfactory because the two companies that he has mentioned are already under receivership. My Question is in regard to companies that are allowed to continue operating while they are unable to meet the minimum operating capital. Could he mention those companies? view

(a) Is the Minister aware that electricity supply at the Nyakach Water Supply Works has been disconnected due to non-payment of an outstanding electricity bill of Kshs1,266,892 to Kenya Power and Lighting Company (KPLC)? (b) Could the Ministry urgently settle the bill to enable water pumping to resume? view
• 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my people have gone without water for the last three weeks, which has even forced some schools to close a bit early for lack of water. I have schools which have more than 1,000 students, who have been in school for the last few weeks without water. Could the Minister promise when this amount will be cleared, so that pumping of water can resume for my people to receive water? view

From the Minister’s answer, it is like my people have not been clearing their bills, yet this water company has been collecting Kshs600,000 from my people every month. So, when they fail to pay the electricity bill, whose responsibility is it? Is it for the people of Nyakach or the Ministry which introduced the management of the water project in my constituency? view

(a) Is the Minister aware that many eligible candidates for the 2011 national examinations have not obtained birth certificates? (b) Could the Minister extend the registration deadline by three more months (i.e. up to the end of June 2011) to allow all the eligible candidates to acquire the document and register for the examinations? view
• 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, failure by parents to obtain birth certificates for their children is not their own making. On several occasions, the Ministry responsible for the issuance of these certificates have run short of materials. That is why parents were not able to obtain these documents in good time. Last year, I remember the Minister for Education extended the registration deadline to 30th June, 2010. Why can the Assistant Minister not do the same this time round so that every eligible candidate can register? view
