  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, according to the answer given by the Assistant Minister, the deadline for registration is actually tomorrow and yet so many candidates have not obtained these certificates. The deadline for submitting birth certificates is on 31st May, 2011. Could the Assistant Minister consider once more – I am pleading with him – to extend the registration to 31st May, 2011 if he cannot extend it to 30th June, 2011? view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am only concerned about the period within which the certificate is supposed to be issued. Two weeks is too long. Could the Assistant Minister consider reducing the period to seven working days? view
  • 29 Mar 2011 in National Assembly: Mr. Speaker, Sir, this kind of death of fish has just happened for the first time. Has the Minister tried to identify who in the Mara region use this chemical to spray their wheat and which drains into the rivers causing the death of fish? view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister tell us what they are trying to do on some of these vehicles which emit very thick smoke while moving on the roads? What control measures have they put in place to make sure that these vehicles do not emit thick smoke? view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, for this economy to grow even more, we need to operationalise the 24-hour economy. To do this, we need proper security in this country, so that we can go about doing our business throughout 24 hours. What is the Ministry of State for Provincial Administration and Internal Security doing to install surveillance cameras everywhere within the City and other Cities within the country, so that security is enhanced? view
  • 1 Mar 2011 in National Assembly: asked the Minister for Energy:- (a) whether he could provide the original design of the Kenya Pipeline Company (KPC) “Line 1 Capacity Enhancement Project” (Mombasa-Nairobi Petroleum Product Pipeline) and state which firm won the tender for the project; (b) under what circumstances the tender was split into four (4), who authorized the split and at what point; and, (c) whether consultants were involved prior to the advertisement and subsequent awarding of the tender and, if so, whether he could provide documentary evidence of the same. view
  • 1 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, in the first place, the way the contract was awarded was not procedural. I want to believe that the cost of petroleum products in this country has risen because of such shoddy kind of contracting exercises. Could the Assistant Minister tell us whether the size of the pipeline from Kipevu to Pumping Station No.1 was ever increased from 6 inches to 12 inches? view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister has just indicated that the increase was actually done up to 530 cubic metres instead of 880. Is the Assistant Minister in order to insist that this project was actually done as expected, yet at the commissioning point it was never increased to 880 cubic metres? view
  • 1 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister also clarify whether the Governor, for the last four years, has ever made any tangible reforms within the banking sector and that is why he was given another four year term to continue being at the helm of the Central Bank? view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The invention of MPESA was done by Safaricom and not CBK. So, I wonder how this could be credited to Prof. Ndung’u. Is the Assistant Minister in order? view
