If you look at the last part of this Bill, the list of reasons for disagreeing with the CRA keeps growing since I came to this Parliament in 2013. The first time, the reasons for disagreeing was around three to four paragraphs, and they have kept growing every year. We do not hear of the issue of own-source revenue in this Bill. We do no hear how much Siaya or Busia County raised on own-source revenue. In fact, we are told that in some counties, this money is raised in cash. It is not even receipted and no one knows how much it is. That is what I have done. I did it the way it appears on the Order Paper. The Clerks-at-Table are confusing me. The point I am trying to make is that with so many committees – about 40 of them– it has been very difficult to track and follow up on what happens in them based on what the new Constitution brought, that every Cabinet Secretary or Principal Secretary should appear in Committees and sometimes they appear at cross-purposes. The only way for this to happen is to have Cabinet Secretaries come before this House and answer so that Kenyans get to know that Parliament is working.
