This responsibility should also be left to the United Nations High Commissioner for Refugees (UNHCR) to conduct registration and issue them with their own identity cards. The refugees should not use our identity cards. It is very easy for them to get our identity cards other than the Kenyan Somali who live in Garissa and other places like Wajir and Mandera. It is a known fact and we do not even need to dwell so much on the components that it has gone through to make sure that the lives of our people become much easier. If at all Mr. Odhiambo was “found” with fraudulent cases, I believe that the Attorney-General would have recommended that he be charged in court and not that the matter be handled administratively.
