Clauses 10 and 13 that talk about an additional 70 constituencies are ill-conceived and must be reconsidered. Even if they have to remain, two individuals cannot decide how many constituencies will be created. They do not have the tools and systems to do that. The IEBC has a system of ensuring that the numbers of people and the geographical requirements are met, but not the two individuals who promoted this Bill. We are discussing Prof. Fatuma Chege, and not these other people whose names appear on the records. They are Dr. Jamleck Muturi and Mr. Timon Alfred. Can these records be corrected? The only way of reading this document is through this process, but not hard copies anymore. If the records show other people, and not Prof. Fatuma Chege, then we are not debating the right Report.
