  • 23 Apr 2019 in National Assembly: Thank you so much, Hon. Speaker. This being my maiden speech, I want to take this opportunity to thank all the good people of Ugenya, the young people, the women and the old people for giving me an opportunity to once more serve them as their Member of the National Assembly. It is a great honour to be removed from Parliament and be brought back by the same people. I want to thank them so much. God bless you, Ugenya. I am going to put my best foot forward. I will work my heart out to ensure that the votes ... view
  • 23 Apr 2019 in National Assembly: Hon. Speaker, I want to be heard on this. This is the substantive issue that I want to address on this matter. The amendments as proposed by Hon. Kaluma… view
  • 23 Apr 2019 in National Assembly: I want to address the Speaker. Mine is a legal issue and that is why I am waiting for your ear. The issues raised by Hon. Kaluma are important and weighty legally. They are not issues you can put to vote, in my opinion. He mentioned to you that I was in Parliament when this law was passed. If you read the Companies Act, 2015, Section 974, it will tell you which particular companies are being referred to. I have not read the Report yet but off my feet, on the issue of whether a company is qualified or not, ... view
  • 23 Apr 2019 in National Assembly: Hon. Speaker, this requires your ruling, in my opinion and not a debate that will be decided on a vote. This is a pure legal issue that requires a legal and reasoned ruling from yourself. Thank you. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 14 Jun 2017 in National Assembly: I agree with the Leader of the Majority Party. What the Chairman said is probably what is in his heart and what he wanted to do. This is so as to avoid repeating the word ―Cabinet Secretary‖. I also agree with what is in the Order Paper. What you are saying means that we will have to start the sentence by saying, ―Where the Cabinet Secretary fails to act…‖ One does not really need to repeat it. I think that is what they had agreed upon. So, just go ahead and say, ―he or she shall inform...‖ What is in ... view
  • 14 Jun 2017 in National Assembly: Hon. Speaker, I beg to move that the Kenya Trade remedies Bill (National Assembly Bill No. 4 of 2017) be now read a Third Time. I want to request Hon. Onyura of Butula to second. view
  • 14 Jun 2017 in National Assembly: Hon. Temporary Deputy Chairman, this is part of what is supposed to be done at this stage anyway. At this stage, the House is supposed to do what we are doing. Whether it is a typo or whatever else, this is the stage where we correct it. What the Chairman is trying to do here is this: The Bill refers to a person who is supposed to carry out investigations. This person could be a lady or a gentleman. The current Bill says that the person carrying out investigations is supposed to identify himself or herself. What the Chairman is ... view
  • 14 Jun 2017 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 14 Jun 2017 in National Assembly: I cannot see the clauses that you have just read in the Bill. view
  • 14 Jun 2017 in National Assembly: After Clause 43, we move straight to the First Schedule. view
