On a point of order, Mr. Temporary Deputy Speaker, Sir. I seek the Chair's indulgence in this matter. When Ministers come late, or they are absent, the Questions they are supposed to answer are deferred. However, when a Question is called out once and the Questioner is absent, the Question is dropped. Could we get clarification from the Chair?

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has answered this Question, notwithstanding the fact that, even transferring of head teachers, sometimes, involves transferring problems from one school to another. Whereas head teachers may be from one domain or one location; what plans does the Assistant Minister have to streamline corruption when head teachers are involved?

No, Mr. Temporary Deputy Chairman, Sir. I do not have the book but I have the mind! My reasoning is that the disparities between Kshs200 million and Kshs70 million, based on the population, is the Minister basing this on the fact that there are areas which are productive and need more water to produce food or is it because of the consumption by urban people?

Mr. Temporary Deputy Speaker, Sir, on what basis is the Ministry allocating Kshs200 million to the Athi River Water Basin and Kshs70 million for the Lake Victoria North Basin? Is it based on agricultural production or on human consumption? What was it?

Mr. Speaker, Sir, as an investor in wildlife management, and having travelled in the Northern Corridor, the Minister has to accept what Mr. Lesrima has said. We should introduce low-cost 3282 PARLIAMENTARY DEBATES August 21, 2007 game scouts from arid and semi-arid areas. People who move with cattle should have low-cost cows among them, so that we could curb the killing of wildlife.

Mr. Deputy Speaker, Sir, the Ministry of State for Special Programmes which is in charge of disaster management should explain to the nation what modalities they have for search and rescue during disasters like this. It does not make sense to send local people and the National Youth Service (NYS) to August 16, 2007 PARLIAMENTARY DEBATES 3251 rescue when the military is less than 100 kilometres away from the scene and they were not involved. What is this Government doing?
